山西省承接国际服务业转移的机制研究

摘要
随着经济全球化的不断深入,产业转移尤其是服务业产业转移和承接已成
为经济全球化的重要趋势。通过承接国际服务业转移能够为承接地带来产业结
构优化效应、技术溢出效应、就业效应、资本效应等有利于承接地经济社会的
全面发展。另外,国际服务业转移的输出国也可以在转移过程中不断开拓国际
市场,降低成本,获得更大的收益。因此,目前全球服务业转移规模不断扩大,
涉及的行业逐渐增多,地区流向日趋扩大。在全球服务业转移的浪潮下,山西
省作为中国能源重化工基地,正处在产业结构调整的关键时期,如何抓住国际
服务业转移的机遇有效承接国际服务业转移,优化产业结构,促进整体产业升
级,已成为一个具有重大理论和现实意义的研究课题。
学术界对于国际产业转移的研究多集中在制造业国际转移的理论研究上,
对于服务业的国际转移研究较少,但也取得了一些成就。目前,关于国际服务
业转移的研究集中在不同转移方式的动因方面,而且多是以国家为研究对象,
关于中西部地区如何有效承接的研究相对较少。本文以能源重化工省份山西为
研究对象,分析研究山西省承接国际服务业转移的机制。
本文首先阐述了国际服务业转移的相关理论,分析了国际服务业转移的动
因。然后,结合山西省承接国际服务业转移的现状,剖析了山西省承接国际服
务业转移不足的原因。通过运用数据模型分析了服务业对山西经济增长的贡献,
从而得出大力发展服务业能够促进山西经济增长。随后又以山西的实际情况为
基础,分析研究了山西省承接国际服务业转移的必要性和可行性。在此基础上
借鉴印度和香港有效承接国际服务业转移经验,为山西省承接国际服务业转移
提出了相应的政策机制。在承接重点领域、以工业园区为承接载体、培养储备

人才、优化招商引资环境、建立承接负责机制等方面对山西有效承接国际服务
业转移给出了政策建议。

Abstract
With the development of the economic globalization, industry transfer, especially the service
transfer and reception has e an important trend. Undertaking the international service transfer,
can create a series of effects, namely industrial structure optimization effect, technological spillover
effect, employment effect and capital effect, which are useful for the integrated economic and social
development of the receiving place. In addition, the international service transfer exporting
countries can also continuously explore international market, lower costs, and gain greater benefits
in the transfer process. Hence, the current global service transfer is expanding. The relevant
industries and the regional flow are increasing gradually. In the current of global service transfer, as
the base of energy and heavy chemical industry in China, Shanxi is at the key stage of structural
adjustment. The issue on how to seize this opportunity, undertake the transfer, modify the industrial
structure and upgrade industries turns out to be a topic
