中部地区承接国际现代服务业转移的机理分析

摘要
当今世界,服务业,尤其是现代服务业正在成为经济增长的重要引擎,是
现代经济持续快速发展的主要原动力。我国中部地区在经历了近年的改革开
放之后,服务业虽然取得了长足发展,但总体水平仍较低,还远远不能适应其
经济发展的需要,因此加快中部地区现代服务业的发展就成为目前亟待解决的
问题。但是仅靠中部服务业自身的积累实现服务业的全面升级换代,将会是一
个长期而且艰巨的过程。而如果中部地区能在国际服务业转移的背景下,利用
外力有效承接现代服务业的国际转移,就可以在短期内优化服务业内部结构,
推动中部地区发展。那么研究中部地区承接国际现代服务业转移就成为一个有
着重要理论与现实意义的研究课题。
关于国际产业转移的理论研究颇多,但是很多研究是建立在对制造业国际
转移的基础上,对国际服务业转移的研究到目前还处于初步的理论探讨阶段,
而对现代服务业的国际转移问题的综合研究更是几乎没有。本文试图突破前人
研究,针对服务业不同于制造业的特点,站在区域的角度系统全面的研究中部
地区承接国际现代服务业转移的机理问题,而且在研究方法上采用数理分析,
建立数学模型,突破定性研究,尝试定量研究,使研究更有针对性和研究价值。
本文从界定相关基本概念入手,对国际服务业转移的经济动因进行了深入
探讨,并站在移入国的立场,运用数学知识,推导出国际服务业转移对移入国
产生的经济效应;在对国际服务业转移进行上述机理分析之后,针对中部地区
经济社会和服务业发展的现状,分析中部地区承接国际现代服务业转移的必要
性和可行性;最后借鉴印度等国家和地区服务业发展和承接的经验,提出中部
地区有序承接国际现代服务业转移的切实可行的对策,以期中部地区在承接过
程中能采取主动,快速发展服务业,优化产业结构,真正的实现“中部崛起”。

Abstract
In today’s world, the service industry, especially the modern service industry is ing the
important engine of the national economic growth and also has been a main impetus that makes the
modern economy develops quickly. After 30 years’ reform and opening-up, the Central Region’s
service has a quick development, but the overall level is still very low, and unable to satisfy the
needs of its economic development. Therefore, to accelerate the development of the Central
Region’s modern service industry has e a serious problem. It will be a long and arduous
process, if the Central Region only depending on its own accumulation of service sector. However,
the Central Region will optimize the internal structure of the service industry and promote the
economic development in the near future, if it could make full use of external force to undertake the
international modern service industry transfer through the background of the international service
