摘要
随着房地产业的缓步发展,房地产业市场化和住房保障制度已经成为我国
住房改革相互支撑的两个基本面,中央财政投资 9000 亿元用于廉租住房、经济
适用房等相关保障性住房的建设,也彰显了保障性住房在房地产市场中的重要
地位。追寻我国房地产市场的发展历程和两会提出的相关政策可以看出,保障
性住房建设开始进入规模建设阶段,以解决低收入家庭住房困难为核心目标的
住房保障投资建设将驶入快车道。为此要解决好保障性住房规模建设与房地产
市场均衡发展的关系就显得尤为重要。
本文针对保障性住房规模建设对房地产市场均衡发展的影响进行了深入的
研究分析。通过对我国住房保障制度的发展历程、实施现状的总结归纳,探索
在不同的市场发育程度下,调和保障性住房规模建设与房地产市场均衡发展的
关系的政策落脚点,从宏观经济效应和微观影响两个方面针对我国加大保障性
住房规模建设的决策对我国房地产市场均衡发展造成的多方面影响进行逐一分
析,进一步提出保障性住房规模建设对房地产市场均衡发展的政策建议,立足
于从完善住房保障体系、加强资金动力支持、编制实施住房建设规划、强化房
地产市场监管等方面着手,调整舆论导向,正确引导消费观念,保证保障性住
房规模建设项目的顺利实施和房地产市场的均衡协调发展。另外,针对我国房
地产企业如何应对保障性住房规模建设这一挑战,本文也提出了一些具有可操
作性的战略对策,这对于我国建立均衡协调发展的房地产市场和施行适当的宏
观调控政策,具有重要的理论和实践意义。

Abstract
With the slow real estate development, real estate market and housing security system has
e China's housing reform, the two fundamentals of mutual support, the central government
invested 900 billion yuan for low-cost housing, affordable housing and other related security of
housing construction, but also demonstrates affordable housing in the real estate market in an
important the development of China's real estate market and policies put forward by
the two sessions ,it can be seen that the affordable housing construction begin to enter the stage of
the scale construction and the construction of ensuring housing oriented to the levels of lower and
middle e will be in a fast track. Therefore,it es particularly important to balance the
relationships between the scale of affordable housing construction and development of the real
estate market.
