关于农村财政投融资问题的研究--问题与原因的研究

摘要
本文是中华全国供销合作社总社社会科学研究立项课题《关于农村财政投
融资问题的研究》( 年号)的一部分。在我国,“三农”问题对经济社会
发展的制约作用日益凸现,亟待解决。以农村建设为切入点,从财政投融资的
角度出发进行了一定的研究和探讨:
导论部分:本部分主要说明了选题的背景及意义,并围绕所研究的问题对
国外相关理论和国内己有的研究成果进行了综述,阐述了本文的理论依据。此
外,简要说明了本文的研究方法,可能的创新和不足。
第一部分:我国农村财政投融资规模分析。以农村财政投融资的现状为依
据,指出了我国农村财政投融资规模不足,并分析导致农业投资不足的原因。
第二部分:我国农村财政投融资结构分析。从投资主体和投资客体的角度
出发,分析了我国农村财政投融资结构不合理,并对导致农村投融资结构不合
理的深层次原因进行剖析。
第三部分:我国农村财政投融资效果分析。以农业资金的使用效率为出发
点,通过实证分析,表明农业投资效果不理想,并从管理运作层面分析其原因。
第四部分:我国农村财政投融资体制存在的问题及原因分析。介绍了农村财
政融资、投资和管理方面存在的问题以及农村财政投融资体制存在的弊病。
第五部分:我国农村财政投融资监督体系存在的问题分析。运用系统性分析
方法阐述了我国财政投融资监督体系存在的问题,并从制度层面分析深层次原因。
第六部分:我国农村财政投融资运作机构存在的问题分析。这部分描述了财
政投融资运作机构的现状,针对现状提出问题,并从历史范畴角度出发分析原因。

Abstract
This article is the China Federation of Supply and Marketing Cooperatives headquarters as part
of social science research topic. In China, the "san nong" issue of the constraints of economic and
social development e increasingly prominent role, must be resolved. Rural development as
the starting point, from a financial point of view of investment and financing to conduct a certain
amount of study and exploration:
Introduction Part I: This part describes the background and significance of topics and issues
surrounding the study of the theory of foreign and domestic have been some studies were reviewed,
described the theoretical basis for this article. In addition, a brief description of research methods
were reviewed in this paper, possible innovations and ings.
Part I: The scale of China's rural finance and investment analysis. Financial investment and
financing rural status based on that of China's rural areas lack the scale of financial investment and
financing, and to analyze the causes leading to inadequate investment in agriculture.
