山西省农村社会救助水平分析

摘要
农村社会救助制度是国家、社会为了保证农村居民能够在遇到各种原因的困难而不能维
持最低生活时,按照国家法律规定给予受难者接济及服务,来保障其基本生活水平的最基本
保障制度。在我国农村社会保障体系中处于最基础地位的就是农村社会救助制度,建立和完
善农村社会救助体系,有助于农村居民基本生存权利的保障,有助于维护农村社会的和诣稳
定,有助于社会主义新农村的建设。山西省经济和社会发展水平近年来有了较大提高,但在
全,城乡发展差异较大,特别是山西较多农村依旧属于全国扶贫的重
点对象,所以农村社会救助发展和完善对于山西省更为重要。
本文对山西省农村社会救助的历史演变过程与现状进行了系统的回顾,以农村社会救助
的基本理论为出发点,结合山西省的实际情况,对山西省农村社会救助水平现状进行分析。
笔者调查走访后概述了农村社会救助各项目中的五保供养制度、最低生活保障制度、灾害救
助制度和医疗救助制度的当前状况,与以前年度纵向比较分析,与其他省市横向比较分析,
最后对农村社会救助进行综合分析。分析得出影响农村社会救助水平的因素:农村社会救助
法律法规制度建设落后;山西农村社会救助资金缺乏,未能形成成熟的多元化筹资机制;救
助对象界定标准较模糊,救助措施存在不规范性;政府对社会化救助的引导不足,社会化救
助发展缓慢。结合国内外社会救助发展较为成熟的国家与城市的经验,提出了完善山西省农
村社会救助制度的建议。
本文希望通过对山西省农村社会救助水平的分析,对将来山西省社会救助体系的建设和
完善的研究提出有益的思路,对山西省农村经济和社会发展起到促进作用。

Abstract
The social assistance system in village is the system to ensure the basic living standard for
residents in village who cannot maintain the lowest living standard from the different reasons.
The material assistance and service given is in accordance with legal procedure by the country
and society. This system is the last defensive line of village social . Based on the
position of social assistance of village in the village social security, to set up and perfect the
social assistance system in village can contribute to the security of basic living right of village
resident, the maintenance of social harmony and steady and the construction of the new
socialist village/countryside. The development of economy and society in Shanxi province have
improved in recent years but it is still in a low pare to other provinces. The difference
between urban and rural area is paratively big, especially those villages which are the
major targets of national poverty alleviation. Therefore, it is more important for Shanxi
province to develop and perfect the social assistance in village.
