摘要
社会保障是一个重要的经济和社会问题,社会保障机制是否健全,在很大
程度上影响着一个国家的经济发展和社会稳定。随着城市化进程的加快,失地
农民成为新的弱势群体,其社会保障问题更成为社会关注的热点。探寻一种长
久稳定且行之有效的失地农民社会保障机制是很有必要的。因此,对基于财务
可持续性的失地农民社会保障机制进行研究具有重要的理论意义和实践意义。
本文以“财务可持续性”为视角,对失地农民社会保障问题进行了研究,
通过对前人文献的梳理,对当前失地农民的现状和造成失地农民困境的原因进
行了分析。接下来,本文对失地农民社会保障基金来源、运营及监管进行尝试
性研究,并对“嘉兴模式”进行了基于保险精算相关原理的财务可持续验证。
研究显示,农民失去土地后会面临种种困境,而要解决这一问题不仅需要
相关法规及监管机制的进一步完善,更需要建立一种长久有效的失地农民社会
保障机制,文章对山西省失地人口在现有模式下进行了测算和分析,证明这一
失地农民社会保障机制具有财务可持续性,是行之有效的。
在失地农民社会保障工作迫在眉睫的今日,从财务可持续性这一新的视角
来审视和探讨这一问题是有其必要性的。只有在此基础上才能找到更合理有效
且长久稳定的失地农民社会保障机制,才能更好的保障社会各个群体的利益。
这一研究对我国社会保障机制的不断完善具有一定的指导意义。

Abstract
Social security is an important issue from both economic and social aspect. Robustness of the
social security mechanism plays a significant role in the economic development and social stability
of a country. With the accelerating urbanization, landless peasants e a new disadvantaged
group, the social security problem of whom attracts increasingly more social attention. It is
absolutely necessary to explore a long-lasting, stable and effective social insurance mechanism for
the landless peasants. Therefore, research on the landless peasants’ social security based on
financial sustainability is of significant value, theoretically and practically.
From the perspective of “financial sustainability”, this paper aims to research into the social
security problem for the landless peasants. Based on the previous literatures, analysis is made to the
current situation and causes of the difficulty of this group of people. Afterwards, this paper attempts
to study the sources of social insurance fund, its operations and supervision, and further examine
the financial sustainability of the “Jiaxing Mode” based on the insurance actuarial theories.
