中文摘要

随着经济的发展和工业化、城市化进程的不断加剧,大量农村土地被征用,
一方面推动了全国经济快速发展;另一方面也产生了大量失地农民。土地是农民
的命根,农民土地一旦被征用,就意味着农民起码的生活资料和生产资料来源随
之消失。由于我国的城乡二元结构,导致农民长久以来就被排除在社会保障体系
之外,同时,又因为现行的征地制度和征地补偿制度存在不完善的方面,导致很
多失地农民陷入“种田无地,创业无钱,上班无岗,社保无份”的尴尬境地。本文通
过实地调查指出了南通市区失地农民的生活、社会保障和就业现状并分析了失地
农民利益受损原因,然后在对我国现有失地农民社会保障制度进行分析比较和借
鉴其它国家失地农民社会保障经验的基础上,根据贫困恶性循环、福利经济学等
相关理论,对失地农民社会保障需求进行深层探求,最后提出了完善南通市区失
地农民的社会保障机制对策及相关配套措施。

Abstract

Along with continuing development of economy, industrialization and urbanization
in China, the massive countryside land is taken over for use; this process on the one
hand boosts the national economy, on the other hand makes a great number of land-loss
farmers. Land is farmers’ lifeblood. Taking over their farm land means deprive them of
their basic living and production resources. Due to the dual structure between China’s
urban and rural area, the farmers have been excluded from the social security system for
a long time, meanwhile, due to the plete land-levying system and the related
compensatory system, lots of farmers are forced to be put into a dilemma, so called “no
land to farm, no money to start business, no chance for job and social security”.Through
on-the-spot investigation, this paper first explains the status of life, social security and
employment of land-loss farmers in Nantong City area, and analyses the cause which
leads to
