中国典当业可持续发展问题研究

摘要
典当是以特定物品或者财产权利质押的形式,向典当机构借贷的特殊融资
方式。其本质特征是以物融资。典当业作为一种特殊的融资方式,具有短期、
方便、快捷等特点。典当业历史悠久,发展过程却并不顺利,我国自典当业重
构以来,经济环境和社会环境都发生了根本性的变化,这无疑也对典当业的持
续发展提出了严峻的挑战。现代典当业在金融体系中虽然处于独立、边缘和弱
势的地位,但随着经济金融的进一步开放,典当业对金融体系的弥补作用和调
剂作用将不断趋于加强。
文章从中国典当业发展的一般理论入手,对其进行了科学的定位,以中国
典当业发展现实为主线,分析了中国典当业发展的特点。以国际视角对美国、
英国、日本等国的典当业进行了一般考察,并从中梳理出这些发达国家典当业
发展对我国的一些有益启示。在此基础上,对中国目前典当业的发展进行了实
证分析,就中国典当业的运行实际进行了剖析,并与其它国家进行了比较,找
到了中国典当业发展的问题所在,并从内外部因素两个方面对中国典当业发展
滞后的原因进行了探究。
针对制约中国典当业可持续性发展的因素,通过借鉴其它国家典当行业成
熟的发展经验,有针对性地提出了解决措施。为了更好地促进中国典当业的持
续发展,需要从监管体系、政策法规、社会观念、行业自律、经营理念、经营
模式以及人才培养等多方面入手,重塑典当业的社会形象,改善典当业的社会
环境,不断完善政府的监管体系,建立行之有效的风险防范体系,进一步提高
从业人员素质,构建合理的人力资源体系,更新经营理念,改变经营模式,加
快典当业的业务创新,努力实现典当业的可持续发展。

Abstract
Pawning is the special financing way to loan money from the pawning
organization, using the specific goods or the property right as the security.
Its nature is financing by things. It is convenient, quick, and short-term , as
a special financing way. Though pawning has a glorious history, the
developing process is not actually smooth. Since pawning has been
reconstructed in our country, the economic environment and the social
environment has changed basically, which undoubtedly challenged to the
continuous development of pawning. Although nowadays pawning is in the
independent, edged and disadvantageous status in financial system,
pawning will strengthen the functional effect on the financial system
continuously, along with the further opening in economics.
The article has analyzed the characteristics of Chinese pawning
development in a scientific and theoretical way, taking the development
of Chinese pawning as the main line. Through having investigated the
development of pawning in US, Britain, Japan and other countries by the
international angle, it has shown some beneficial enlightenme
