摘要
农村基层民主政治建设是社会主义民主政治建设的重要组成部分,是建设
社会主义新农村的重要政治保证,是构建和谐社会的重要条件。改革开放以来,
经过三十多年的发展,我国农村基层民主政治建设取得了巨大的成就。通过实
行农村基层民主,解决了许多农村旧体制解体后带来的问题,极大地调动了广
大农民群众生产积极性,对于推动中国基层民主政治建设的发展,以至整个中
国的民主政治建设具有重大的现实意义。农村基层民主政治建设尽管取得很大
的发展,但仍存在一些问题,距离现代化的民主政治还有一定差距,需要从理
论和实践上不断发展和完善。
本文在参考和借鉴现有学术成果的基础上,对改革开放以来我国农村基层
民主政治建设的相关问题进行研究。本文分为六个部分:
第一部分,导论,介绍农村基层民主的研究现状、研究意义以及本文的研
究重点和可能创新之处。
第二部分,关于民主的一般论述,对民主这个概念从西方民主发展演变和
马克思主义民主两方面做出阐述。
第三部分,首先总结和归纳了中国共产党几代领导集体对基层民主思想的
继承与发展;其次,对基层民主、农村基层民主政治建设这两个概念进行分析
总结。
第四部分,阐述了改革开放以来我国农村基层民主政治建设的发展历程和
主要成就。

第五部分,从民主观念淡薄、传统政治文化的影响、法制不健全、基层党
组织四个方面分析和阐述了农村基层民主存在的问题及原因。
第六部分,侧重于从马克思主义理论教育的视角对解决农村基层民主政治
建设存在的相关问题提出对策与建议。

The rural grass-roots democracy is a socialist democratic political construction of an important
part of building a new socialist countryside is an important political guarantee is an important
condition for building a harmonious society. Since reform and opening, after twenty years of
development, grassroots democracy in rural China has made great achievements. Through the
implementation of grassroots democracy in rural areas to solve the old system after the
disintegration of many rural problems brought greatly mobilized the enthusiasm of the peasants
producing for the promotion of grass-roots democracy in China's development as well as the
Building of Political Democracy in China is of great practical significance. The rural grass-roots
democracy in spite of great development, but there are still some problems, from a modern
democracy there is a certain gap between the theory and practice need to continuously develop and
improve.
