山西扶持中小企业发展的财政政策研究

摘要
中小企业在我国国民经济中具有不可替代的重要地位和作用,在繁荣经济、
增加就业、推动技术创新和产业结构调整等方面作用显著,同时也在加快工业
化、城市化进程中扮演着重要的角色。
世纪年代之后,山西省中小企业逐步成为拉动山西省经济增长的重要
力量,成为地方经济的重要支柱和城乡就业及再就业的主渠道,但总体上仍处
于相对落后的水平。本文从山西省中小企业在山西经济社会发展中的地位和作
用入手,对财政扶持中小企业发展的必要性和可行性进行了分析,通过借鉴其
他省份财政扶持中小企业发展的经验,提出加强山西中小企业财政政策扶持的
措施。本文共分六个部分:
第一部分是绪论,对中小企业存在的相关理论进行介绍,为研究分析中小
企业奠定了理论基础。
第二部分是中小企业的发展的理论基础。
第三部分首先界定中小企业的概念,指出中小企业在山西经济发展中的重
要地位和作用,并对财政政策扶持中小企业发展的必要性与可行性进行了分析。
第四部分对山西中小企业发展的现状及问题进行分析,指出山西财政扶持
中小企业发展存在的不足及问题,并对其原因进行了深入分析。
第五部分对其他省份财政扶持中小企业发展进行了具体阐述,总结了浙江
河南等省的成功经验,为山西完善中小企业财政政策支持体系提供借鉴与启示。
第六部分在借鉴其他省财政扶持中小企业发展的成功经验基础上,结合山
西的实际情况,提出了加强山西中小企业财政扶持的总体思路和具体措施,具
有一定的现实的指导意义。

Abstract
The small and medium-sized enterprises have an important position and irreplaceable role in
China’s national economy. They have remarkable effects in economic prosperity, increasing
employment, promoting technology innovation and regulating the industrial structure, meanwhile,
they play an important role in speeding up the industrialization and the process of urbanization.
Since the 1990s, the small and medium-sized enterprises of Shanxi Province have gradually
e an important force in promoting economic growth, an important support to local economy
and the main channel to urban employment and re-employment, but its overall level is relatively
backward. From the small and medium-sized enterprises’ position and function in Shanxi’s
economic development, the article analyzes the necessity and feasibility of financial support the
small and medium-sized enterprises’ development. Through referring to the experience of financial
support the small and medium-sized enterprises’ development in other provinces, the article
proposes the measures to strengthen the financial policy support to the small and medium-sized
enterprises in Shanxi
