我国公共教育财政投入规模、结构和效益研究
摘要
百年大计,教育为本。教育是民族振兴、社会进步的基础,是提高国民素
质、促进人的全面发展的根本前提。中国未来发展、中华民族伟大复兴,关键
靠人才,根本在教育。优先发展教育、提高教育现代化水平,对提高、促进经济增长、全面实现小康社会目标、建设富强民主文明和
谐的社会主义现代化国家具有决定性意义。
改革开放以来,虽然我国教育事业取得了很大的成就,但是存在的问题也
不容忽视,如公共教育支出占 GDP 4%的目标至今未实现,教育投入结构还不合
理,教育资金使用效率不高。本文在公共教育支出理论的基础上,重点分析我
国公共教育支出在规模、结构、效益三个方面的现状,通过与其他国家的比较,
进而找出公共教育投入存在的问题,从而为改进我国公共教育投入提出建议。
在教育投入规模方面,通过与其他国家比较,发现我国教育经费投入总量
明显不足,不仅落后于发达,不能满足教
育发展的需要,人均教育经费增长缓慢,对此国家应采取合理确定教育投入规
模、调整国民收入分配和财政支出结构、发行教育债等措施。
在教育投入结构方面,通过对公共教育财政投入结构的现状进行概括和分
析,并与其他国家对比,发现我国教育支出结构不合理,表现在教育支出内部
结构不合理,三级教育投入分配结构不合理,城乡地区教育经费不均衡,进而
提出增加基本建设支出、优化三级教育投入结构、加大转移支付力度等建议。

在教育投入效益方面,通过对公共教育财政投入效益现状的介绍以及与国
外的比较,发现我国教育财政投入效益不高,主要表现在教育人才收益率的下
降以及教育资金使用效率的不高。针对这些问题,提出加强教育经费预算管理、
建立教育支出绩效评价体系、加强教育事业立法与监督工作等政策措施。

Abstract
In a one-hundred year strategy of a nation, education is the most important basic. Education is
the basis for national rejuvenation and social progress, also is the fundamental premise to improve
the national quality and promote prehensive development of people. The key of the great
rejuvenation of Chinese nation is talent and education. Priority to education and improve the
modernization level of education play a very important role to improve the national quality,
promote education equity and economic growth, achieve well-off society and build a prosperous,
democratic, civilized and harmonious modern socialist country.
Since the reform and open policy, although our education has made great achievements, but the
problems can not be ignored, such as the target of public education expenditure GDP 4% has not
achieved, educational investment structure is irrational, the use of education funds is not efficient.
