摘要
城中村现象是我国城市化发展的特殊产物。特别是近年来随着城市发展步
伐不断加快,在土地利用、建设景观、规划管理、消防治安、环境卫生、劳动
就业、社会保障等方面,与市有着巨大差异的城中村问题突显出来,已经成为
影响我国城市协调发展、功能城提升和市民生活质量进一步改善的突出问题。
因此,研究城市化进程中我国城中村改造问题具有重要的现实意义。
从发展和形成方面看,城中村的形成是城市化过程中的必然产物,各国各
地区在城市化的进程中都有类似的问题存在,只是由于其形成条件的差异,程
度和形式不同而已。我国城中村形成的直接原因是城市化进程中建设用地的扩
张,根本原因是城乡二元经济结构客观原因是农村人口城市化和廉价住房需求
激增。
城中村改造是必须的,但是,在改造过程中必须遵守一定的原则,这些原
则是:城乡统筹、科学规划;因地制宜,分类指导;依法治理,有序推进。按
照这些原则,太原市城中村改造应分三类进行,第一类是位于城市建成区内的
成熟型城中村;第二类是位于城市建成区内中心区外的发展型城中村;第三类
是城市建成区边缘的潜在型城中村。对于这三种类型城中村改造,要采取不同
对策,解决四大问题,即解决失地农民的生存问题、城中村改造的拆迁补偿问
题、城中村改造的资金筹集问题和城中村外来人口的妥善安置问题。城中村改
造的问题很多,但归根结底是土地问题。对于土地问题的解决,必须坚持科学
发展观为指导,实行四个统一,即统一规划,统一征地,统一开发,统一管理,
才能使城中村改造顺利进行。

Abstract
The phenomenon of village within the cities is a special product during the process of Chinese
development; especially the cities have developed greatly in recent years. In some aspects such as
land utilization ,landscape construction, planning and management, fire security, environmental
administration and sanitation, employment problems, social problems caused by
villages within the cities, have appeared, and they have e a prominent problem which affect
our cities, coordinate development, function development and townspeople's life quality promoted
further. So the study for the reformation of villages within the cities during the process of
urbanization has been important actual significant.
From the aspect of development and form, the forming of villages in the cities is a necessary
product. There are many similar problems existed in every region of every country, except different
forming conditions, extent and forms.
