城中村改造的问题及对策研究-以太原市为例

摘要
我国特殊的二元土地制度造成了我国城市化进程中的特殊现象—城中村。城
中村为外来务工人员提供了廉价住房,而其出租收益又养活了很大一批即将失
去土地的村民。但城中村的存在确实有很多问题,脏乱差的居住环境与城市发
展格格不入,黄赌毒的文化肌瘤严重影响原住户的生活水平,农村的土地利用
模式降低了城中村土地收益。为了解决这些问题,必须加快城中村改造。随着
城中村改造的趋势越来越明显,各地城中村改造的进程也逐步加快逐渐暴露出
许多问题,严重制约了整个城中村改造,需尽快解决这些问题才能加快我国城
市化进程。
本文从城中村改造的问题入手,阐明这些问题的表现形式,并通过分析问
题的成因,结合太原市城中村改造的实践活动,提出解决这些问题的思路和方
法。重点提出了国家应加快相关立法进程,完善各项规划;政府各职能部门应
该通力合作,把城中村改造纳入绩效考核体系;最核心的是要积极寻求各主体
的利益平衡点,搭建互利共赢平台促进改造;在实际操作中还要结合具体环境
和时机,不断优化改造建设的主体,创新改造模式。之后笔者从改造方向入手,
认为政府可以和房地产开发商合作,借城中村改造之机建设大量公共租赁房,
解决中低收入人群住房问题,让城中村继续发挥其提供廉价住房的积极作用。
解决这些问题最终目的都是要尽快实现城乡一体化管理,切实保障城中村改造。

Because of special dual land system, villages in China's urbanization process is a special
phenomenon occurs. These villages provide cheap housing for migrant workers, and the rental
e has to support a large number of villagers who lost their land soon,But the existence of
villages do have a lot of problems:dirty and messy living environment and urban development out
of tune, pornography and gambling seriously affect the drug culture of leiomyoma of the original
tenants living order to solve these problems, we must accelerate the transformation of
villages. With the transformation of villages trends ing evident, the process of transformation
around the villages has gradually accelerated. Problems in reconstruction of the villages has
seriously hampered the process of transformation of the entire village, So we are requireded to solve
these problems as soon as possible in order to promote the process of urbanization.
The aticle start by the problems in the villages of transformation,then clarify the manifestations
of these issues, and analyze the causes of the problem, combined with the practical activities of
villages in the transformation in Taiyuan .At last we put forward the ideas to solve these pro
