太原市医疗保险制度分析与评价

摘要
医疗保险制度是社会保障制度的一个重要内容,它既是维护社会稳定的安全网,又是社
会公平的调节器,具有促进经济稳定发展的重要作用。太原市医疗保险制度改革是从年
正式启动,经过几年的运作,医疗保险制度实施顺利,各方面工作都取得了良好的成效,城
市居民的医疗需求基本得到了满足和保障,然而制度在运行中也暴露出许多缺陷,引发了一
系列社会问题,说明太原市目前的医疗保险制度还需要在很多方面加以改善和规范。为深入
了解太原市医疗保险制度运行状况,本文运用医疗保险学和卫生经济学的相关理论,深入剖
析太原市医疗保险制度在覆盖范围、基金运作、费用控制和社会效益等方面的运行状况,并
通过比较全,对太原市医疗保险制度进行了综合性分析评价,在总结了自年
实施医疗保险改革以来,取得的成绩和存在一些问题的基础上,为完善太原市医疗保险制度
提出了本文的建议。
论文全部内容分为四章。第章为导论,介绍医疗保险的基本理论和我国医疗保险制度
运行情况;第章内容为:太原市医疗保险制度发展的历史背景、政策取向、制度内容以及
运行的基本情况;第章对太原市医疗保险度在细化分析的基础上,运用指标分析的方法加
以评价并提出分析过程中发现的问题。第章在总结前文的基础上,提出太原市医疗保险制
度未来发展的相关建议。

Abstract
The social medical insurance system is an important content of the social security
system, it is a that maintain social stability, as well as a society fair modulator, and
have important function to promote economic stably development . The reformation of Tai
Yuan medical insurance system started from the beginning of 2001, through several years of
operation, the reformation of medical insurance system is getting along smoothly, and got
fine effect in all aspect, the medical treatment requirement of urban resident also got
satisfied and was guaranteed. however the system also exposes a lot of problem during
running, it shows that our current medical insurance system still need to improve and
normalize in many ways. In order to deepen and perfect Tai Yuan City medical insurance
system , The paper focus on analysis and estimate of Tai Yuan medical insurance system as
study content, through making use of the related theories of the health economics and
medical insurance, thoroughly analyzing Tai Yuan medical insurance system running status
from below four aspects: covering area, fund operation, expensive management and social
benefit. And parison development level with whole country, gave a synthetically
analysis and appraisal
