摘要
社会保障制度是国家的减震器和安全网,是为了维护社会稳定和经济发展
而采取的一种制度安排。社会保障基金是社会保障制度发挥作用的物质基础,
基金的安全完整关系到社会保障制度的成败。然而,近年来我国社会保障基金
被挤占、挪用的现象却时有发生,社会保障基金大案、要案也不断浮出水面,
这严重损害了党和政府的形象,损害了人民的利益。加强社会保障基金监管在
现阶段显得尤为重要。同时,社会保障基金监管与一国的社会、经济、法律、
文化等环境有着密切的联系,环境变化会对基金监管产生重大的影响。进入
世纪以来,我国在社会经济等方面发生了翻天覆地的变化,本文正是基于以上
考虑,选择从社会经济变化的视角,对我国社会保障基金的监管进行研究探讨。
文章开篇介绍了社会保障基金监管的基本理论,为后面进行我国社会保障
基金监管研究奠定了理论基础。文章第二部分回顾了我国社会保障基金监管的
历史沿革,展示六十多年来基金监管取得的成就,并指出其中存在的问题,为
完善基金监管提供了的实践依据。
文章的重点为第三、第四部分。第三部分系统分析了我国社会经济变化对
社会保障基金监管产生的影响,从和谐社会的构建、人口老龄化趋势的加剧、
经济体制的改革和金融市场的发展四个方面进行深入探讨。第四部分对我国社
会保障基金监管的未来发展趋势做出展望,提出我国应积极转变社会保障基金
监管模式,构建社会保障基金监管体系。
最后文章在上述分析的基础上,对现阶段如何完善我国社会保障基金监管
作出了有益的探索,提出我国应努力推进社会保障基金监管的法律体系建设,

不断加大社会保障基金监管的执法处罚力度,明确划分基金监管组织体系内部
的职责,积极推动社会保障基金的社会监督,继续完善社会保障基金监管的工
作机制,从而提高我国社会保障基金监管的效率和效果。

Abstract
Social security system is the nation's shock absorber and . It
plays a very important role for the maintenance of social stability and
economic development. Social security system depends on social security
fund, which is the material basis for carrying out the social security
policies. However, in recent years, the phenomenon which social security
funds had been embezzled has occurred frequently in China, the scandals
of social security fund have been exposed constantly. These have
seriously damaged the image of government and interest of people. It’s
very important and necessary to strengthen the social security fund
supervision at this stage. Social security fund supervision and social,
economic, legal and cultural environment are closely linked. Environment
changes will have a great impact on social security fund supervision. After
entering the 21st century, the earth-shaking changes have taken place on
