摘要
作为实体经济的企业在促进经济发展、提供就业机会、稳定政府财政税收方
面都有重要作用。我国的企业大部分都是以中小企业形式存在的,面对日益激烈
的市场竞争,企业在发展中遇到一系列迫切需要解决的问题。其中迫在眉睫的问
题就是技术创新问题,随着国家提出经济结构不断调整、产业结构不断优化升级,
大力发展低碳经济和循环经济,这都需要企业有相关的技术作为支撑。但是由于
我国企业的规模相对较小,在技术创新的过程中遇到许多问题,而这些问题仅靠
企业自身是很难解决的,所以政府在解决这一问题上起到重要作用。
本文以怀宁县域企业为例,分析怀宁县域企业在技术创新方面存在的主要
问题。借助经济学原理,对技术创新的基本理论进行分析,然后又做实证研究,
结合怀宁县县域企业技术创新的实际情况,找出存在的主要问题:有技术创新资
金投入不足的问题,人才缺乏的问题、企业认识不足、创新模式选择不当、中介
服务体系不完善、技术创新管理水平不高等。通过对问题的分析,结合怀宁实际,
找出解决问题相对应的措施。如政府通过财税措施、金融措施支持企业技术创新,
加强人才队伍建设,为技术创新提供有利支持,建立并完善相关服务体系,保障
信息的畅通以此促进技术创新的不断发展。
通过政府的支持和企业的不懈努力,逐步建立起以企业为主体、市场需求为
导向、政产学研相结合的技术创新体制。主要通过税收、金融、人才、以及技术
创新服务体系等方面,促进技术创新不断发展,使得技术成果不断向现实生产力
转化。通过新技术的不断转化,提高怀宁县域企业的综合竞争力,促进怀宁县域
经济增长。

Abstract
As the real economy, enterprise has an important role in promoting economic
development, provision of employment opportunities and stabilization of government
fiscal revenue. Most of the enterprises in China are small-and-medium-sized
enterprises. Facing the increasingly fierce petition, a series of urgent
problems need to be solved in the development of enterprises. One pressing and
immediate problem is the technological innovation. Because the continuous economic
structure adjustment, the industrial structure optimization and upgrade that our
country puts forward all require enterprises with related technology as support.
However, because the size of enterprises in our country is relatively small, many
problems are encountered in the process of technological innovation. And these
problems are very difficult to solve.
This paper takes enterprises in Huaining county as an example. It analyzes the
main problems of technological innovation in the enterprises of Huaining county.
Investment of technical innovation is inadequate. Talented people are in scarcity.
