失地农民社会保障问题与对策研究

摘要
随着我国经济的发展和城镇化的不断推进,对土地资源的需求不断增加,不少农村
土地被征用,随之产生了大量的失地农民。伴随征地过程中问题的凸显,失地农民的利益
也受到了不同程度地损害。本文在对农村土地征用存在问题进行分析的基础上,探讨性
地提出了保护农民利益的基本途径。
本文在我国城市化进程中失地农民问题越来越严峻的社会背景下,积极研究和探讨
解决这一问题的必要性和紧迫性,提出了解决失地农民社会保障的设想。本文在失地农
民社会保障问题上的研究对目前失地农民社会保障体系的建立和实现城乡社会保障一
体化这一终极目标具有推动作用。

Abstract
With the development of economy and the accerleration of the urbanization,land is moreand
more badly needed,however,lots of farmers have lost their land as a results of land
benefits of lost-land farmers has been the problem
during the lang expropriation as a basis,this e up with the basic measures to protect the
lost-land farmers.
The thesis studies and discusses the necessity and urgency of solving the problem positively
under the social background that the problem of the land-lost farmer es more and more
serious during the process of the the same time ,the paper raises the tentative
plan of the land-lost farmers’social security of china bases on the practices in different parts of
study on the problem of the land-lost farmers’social security can push forward the
establish of the land-lost farmers’social security and realize the final aim of the whole social
security system of citis and towns.

第1章绪论
研究的背景、目的和意义
研究背景
城市化的显著特征是大面积农村土地转变为城区,大量从事农业劳动的人口进入城市
成为城市居民,国民经济中农业产值所占比重大幅降低,居住在农村的人口数量急剧减少。
这个过程伴随着市场化、工业化进程,相互交织,形成社会的巨大变化和经济的结构升级,
人口素质的提高和生活水平的提升,趋势不可阻挡,潮流浩浩荡荡。
在城市化进程中,至关重要的是实现农民进入城市从事非农产业,即农村剩余劳动力
的转移,这种转移不但是职业的转变,更是身份的转变,同时大量农民进入城市会引发思
想观念的更新和社会结构的重组。虽然大量失地农民随之产生,但这些失地农民的科学安
置客观上促进了城市化的进程。不过,这些失地农民以往依赖土地得以生存,虽然收入不
高但有较为可靠的生活保障。
