山西省高等学校中外合作办学发展的现状及对策研究

摘要
在经济全球化和高等教育国际化的大背景下,中外合作办学应运而生。山西省的中外合
作办学起步于年,十多年里,中外合作办学得到了一定发展,不但办学规模逐步扩大,
办学层次不断提高,而且办学模式也日益多样化。开展中外合作办学,一方面可以增加高等
教育供给,有助于我省高等教育专业机构的不断优化;另一方面引进了国外先进的教学理念
和内容,有助于高校课程与教学改革的深化,使我省高校在专业结构设置、办学模式、教学
管理制度、教学方法等方面尽快与国际接轨,培养国际化、复合性的人才。
论文在文献综述的基础上,分析了山西省高等学校中外合作办学的发展历程。年山
西省第一家中外合作办学机构成立,至今已开设了所中外合作办学机构及个中外合作办
学项目。经过对山西省与全国其他省份中外合作办学情况的比较分析发现,由于山西省经济
发展相对滞后,高等教育水平相对落后导致目前开展的中外合作办学项目存在规模小,数量
少、办学层次偏低、办学模式相对单一、优质合作资源缺乏、管理力量薄弱等问题。针对这
一系列问题的存在,文章提出应该不断完善相应的政策法规,制定并实施分层分类的中外合
作办学管理办法,同时扭转“重审批轻监管”的观念,加强并规范中外合作办学活动过程的
监管。为了保证中外合作办学的可持续发展,更需要结合山西省的实际情况,拓宽外籍教师
的引进渠道,积极做好外籍教师来晋工作的培训及后续服务,以建设一支优秀的外籍教师队
伍。在专业设置方面也要适应山西省经济发展的需要,结合各院校的优势特色专业开展合作
办学活动。

Abstract
Under the background of globalization of economy and higher education, the Sino-foreign
cooperation in running schools es a natural trend. The Sino-foreign cooperation in running
schools in Shanxi province, originated in 1997, has achieved several developments in a decade; it
not only gradually expands the size of school, improves educational levels, but also increasingly
diversifies education model. The popularization of Sino-foreign cooperation in running schools, on
one hand, increases supplements of anizations which contribute to the provincial
optimization of our higher education institutions, on the other hand, it imports the advanced
teaching concepts from foreign countries, which are beneficial to the deepening of university
curriculum and teaching reform, quickening our speed to reach the global average level of majors’
setting, education model, teaching management system and teaching method, etc, so as to cultivate
international pound talents.
