英国社会福利制度发展中的政府权力与社会权力博弈

摘要
制度变迁在一定程度上是相关利益主体之间的权力博弈过程。本研究采用文献
研究法,结合非合作博弈的相关理论,从政府权力与社会权力博弈的角度解读英国
社会福利制度的发展变迁。通过分析社会福利制度发展中权力博弈的不同方式及其
成因和效果,探讨制度如何随着权力与利益的消长变化而不断演进,以从中析出社
会福利制度良性发展的某些要素。
在分析英国政府权力和社会权力关系的基础上,本研究重点关注英国社会福利
制度发展变迁中两种权力的博弈过程,分三个时期论述了制度变迁中的利益关系、
权力博弈方式和改革成效。在福利制度建立时期,利益关系既有一致性也有分歧,
博弈方式是温和的“应激”式,各方利益能在协商中得到较好的满足;福利制度发
展时期的利益具有高度一致性,博弈方式是激进的“共融”式,虽然在短期内带来
了制度的繁荣,但是长期来看却埋下了制度隐患;福利制度改革时期的利益分歧最
大,博弈方式是激烈的“对抗”式,倾向于牺牲脆弱集团的利益以维护强势集团利
益。
通过以上对制度、权力与利益三者关系的梳理,本文得出以下结论:政府权力
在英国社会福利制度的发展中发挥了主导作用;社会权力是福利制度改革和发展的
动力源泉;改革中权力主体的利益导向决定其策略选择,而共同利益的存在是达成
共识的基础;改革中的权力对比决定了改革的发展方向,合理的权力制衡是制度良
性发展的重要前提和条件。

Abstract
To a certain extent, institutional change is a process of power game between the main
stakeholders. This thesis is an interpretation of the development of social welfare system
in the point of power game between government and society, which uses the research
method of literature and the theories of game. By analyzing the different modes of the
power game and its causes and effects, the study discusses how the institution evolved
with the movement of the interests and power, based on this, it separate out the element of
the good development of social welfare system.
Based on the research of the relations between the British government power and
social power, the main part of this paper analyzes the game process between the two
powers in the development of British social welfare system. The emphases of this part are
the interest relationship, the power game mode, and the effect of reform, and they are
different in the three different periods of British social welfare system. In the established
period, there are both consistency and differences of the interest relationship; the game
mode is a moderate "stress"; the interests of all parties can be better met in the
