摘要
随着知识经济时代的到来和全球化市场竞争的加剧,越来越多的国内外企业
认识到,人力资源是企业核心竞争力的第一重要源泉,是企业获取竞争优势的关
键所在。企业中最具有价值的人力资本是企业参与竞争和追求发展必不可缺的基
本能力。如何改进企业中人力资源管理系统的各项功能,有效的绩效管理是关键
的一环。绩效管理通过对企业战略的确立、目标分解、业绩评价,将绩效结果应
用于企业日常人力资源管理活动中,以激励员工绩效持续改进并最终实现企业战
略目标,为企业稳健、持续、快速发展奠定坚实的基础。一个有效的绩效管理系
统就是要将企业战略转化为一系列目标和衡量指标,使其不仅可以衡量企业过去
的绩效,而且能为企业未来的发展提供有益的帮助。
TZ 公司是郑州一家集品牌规划、营销策划、VI 设计、商品贸易礼品开发与制
作于一体的全新营销策划推广机构。当前,在市场竞争如此激烈的情况下,绩效
管理体系存在许多的问题和缺陷,公司现有的绩效考核体系己不适应企业发展的
要求。绩效管理体系的不健全、不完善严重影响了公司的迅猛发展和员工的激励
和保留问题。本文通过对 TZ 公司绩效管理体系现状的分析,运用绩效管理的相关
理论,以及平衡计分卡、关键绩效指标法等先进的绩效考核体系设计技术和方法,
探索出适合 TZ 公司的绩效管理体系。
本文的写作将对其他私营设计和策划公司提供参考和借鉴,具有一定的时代
现实意义。

Abstract
Abstract
With the arrival of knowledge-based economy and global petition
intensifies, more and more domestic and foreign enterprises have realized that human
resource is an important source of the petitiveness of enterprises, which is the
key to petitive advantage. The valuable human capital is the basic
indispensable ability for enterprises to participate in petition and to pursue
further development. Effective performance management is a key ring for enterprises to
improve the human resources management system. Through the establishment of
enterprise strategy and target position, performance evaluation, performance
management will be applied in enterprise performance results of human resource
management in daily activities to motivate employee performance, attain continual
improvement and finally realize the strategic goal, as a steady, sustained and rapid
development of the solid foundation. An effective performance administrative system
will turn business strategy into a series of goals and weigh the index, made it not only
can weigh the performance in the past of enterprise, but also offer beneficial help for
enterprise's future development.
