中国公共政策监督中存在的问题及其治理对策研究

摘要
政策监督作为公共政策过程的一种功能活动,它贯穿于公共政策整个过程的
始终,无论是政策的制定、执行,还是政策的评估和调整都离不开监督。我国的
政策监督机制在经过几十年的运行和发展后,已经初步形成了一个较为完善的体
系。但是,目前我国公共政策的监督机制仍处于发展和完善阶段,无论在理论上
还是在实践中都存在着一定的不足,导致监督功能弱化,影响了监督的力度和实
际效果。
政策监督,指的是政策监控的主体从一定制度、法规的依据出发对政策系统
的运行包括政策的制定、执行与评估及终结活动进行监视和督促的行为。对政策
过程的各个环节尤其是政策的制定和执行加以监督和控制,以保证制定出尽可能
完善的政策,保证正确的政策能得到贯彻实施,并及时发现和纠正政策偏差。公
共政策监督是提高政策制定、执行、评估等环节质量的重要保障。
公共政策监督的功能是保障政策的合法性和政策得以正确贯彻实施,调控政
策的评估、调整和终结,反馈政策监督过程的信息等。中国公共政策监督的主要
特征是监督主体的多元性、监督内容的广泛性和监督方法的多样性。中国公共政
策监督中存在的主要问题是行政监督体制的不健全,权力机关的监督权能不符,
社会和舆论监督程序不规范等。解决中国公共政策监督中存在的问题路径是完善
行政监督体制,完善社会和舆论监督制度,营造良好的政策监督环境。

ABSTRACT
The policy supervision, as a link of the policy, runs through the whole process of
the policy. So ever, the policy setting down, implementing, or the policy evaluating,
adjusting, can not be departed from the whole process. The policy supervision
mechanism of China ing into being a rather perfect system, after several
ten-years running and developing. But the supervision mechanism of China is during
the course of developing and stepping, there are some shortages not only on the theory,
but on the practice, so the function of the policy supervision is feebly, much more the
supervision monitor is lack of idiographic institution, influencing the policy
supervision effect and degree.
The policy supervision means the main body to supervise the action of the policy
setting down, implementing, or the policy evaluating and adjusting, under a stated
institutions or laws. To supervise the policy process, especially to the policy setting
down and implementing, ensure to implement perfect policies, to insure the policies
are carrying out and putting into practice correctly, and finding and correcting the
windages.
