基于公共物品理论的政府信息资源共享研究

摘要

公共物品理论是研究政府经济行为的一个核心内容,是为规范政府经
济行为定位而引入的。政府信息资源共享是以政府为主导,由政府、市场、
社会共同建设,从而满足公众对政府信息资源的多样化需求,实现全社会
政府信息资源最大程度的共享。根据公共物品的识别标准,我们可以看到
政府信息资源实质上是一种公共物品。因此,公共物品理论中关于物品的
分类供给模式对于构建与发展政府信息资源的分类共享模式具有指导性意
义。本文基于公共物品理论与政府信息资源共享的相关性研究,通过揭示
现行政府信息资源共享困境的成因,提出了加强政府信息资源共享的途径。
本文首先依据公共物品理论中关于公共物品的识别与分类标准分析得
出政府信息资源是一种准公共物品,并探讨了公共物品性在政府信息资源
共享中的价值所在。然后,对我国目前政府信息资源共享的状况进行深入
分析,明确了政府信息资源共享的困境,揭示了政府信息资源共享困境的
成因。在此基础上,提出了基于公共物品理论的政府信息资源共享的途径:
一是树立多元化政府信息资源共享的新理念;二是构建政府信息资源的分
类共享模式,包括健全纯公共信息资源的共享模式和优化准公共信息资源
的共享模式;三是完善政府信息资源共享的保障体系,主要是从法律、技
术、组织和人力资源方面展开论述。

ABSTRACT

The public goods’ theory is a core content of studying the governmental
economic activities and is introduced for the localization of standardizing
governmental economic activities. Governmental information resource sharing
is taking the government as the leadership, constructed by the government, the
market, and the social together, thus satisfies the public diverse demands of the
governmental information resource and realizes the entirely social
governmental information resource sharing to the greatest degree. According to
the standards of recognition of public goods, we can see that factually the
governmental information resource is one kind of public goods. Therefore, the
public goods’ theory has the guiding significance in the pattern of goods
classified sharing regarding to the construction and development of classified
sharing pattern of the governmental information resource sharing. This paper,
based on relevant research of the public goods’ theory and the governmental
information resource sharing, through revealing the embarrassment’s origin of
the present governmental information resource sharing, puts forward several
basic methods of strengthening of the governmental information resource
sharing.
