文档介绍：摘要水是发展国民经济和维持人类生活的基本保障,合理的配置水资源,加强水利基础设施建设是我国坚持走可持续发展道路至关重要的课题。根据水利部“十二五”规划,“十二五”期间继续实施大江大河治理,加强水资源配置工程建设,搞好水土保持和水生态保护,合理开发水能资源,强化水文气象和水利科技支撑。要实现以上目标,必须大规模增加水利基础设施建设。但目前我国水利建设面临投资需求增大和建设资金不足的矛盾,因此拓宽融资渠道迫在眉睫, 吸引更多企业和私营资本参与到水利基础设施建设项目中来显得尤为重要。在这样的背景下,本文主要探讨如何在水利设施建设中有效实施PPP模式。本文以项目融资理论、项目区分理论、政府规制理论和风险分担理论作为基础,首先从水利PPP模式的内涵、责任主体、功能、组织形式以及运作程序这几个方面对水利PPP模式进行基本的介绍。接着分析了PPP模式在水利设施建设中应用的范围、应用的可行性以及在水利设施建设中应用存在的障碍。然后阐述了实施水利PPP模式的目标和所需的环境。最后,针对存在的问题提出了完善PPP模式在我国水利基础设施建设融资中应用的系列措施,这些措施主要包括:(1)设计全面、良好包括法律法规环境、政策环境、激励环境以及监督环境的政府规制体系;(2)通过采取放松对国家政策性银行贷款和外国政府贷款的使用限制等措施拓宽融资渠道,降低融资成本;(3)设计合理的风险分担机制, 实现项目绩效的提高;(4)合理确定服务或产品的价格,建立完善的收益及成本评估体系;(5)健全项目监管的法律法规,构建全方位、全过程监管模式。关键词:水利设施;PPP模式;公共部门;私营资本 ABSTRACT Water isthebasicguarantee ofdeveloping nationaleconomy andmaintaining human life,reasonableconfiguration of water resources,and strengthing construction ofirrigation works infrastructure,inparticular remains as a key problem of our country adhere to theMinistry ofWater Resources”the 2thFive YearPlan”,during the 2thFiveYear Planperiod,keep on implementing offivermanagement,strengthen theconstruction of water allocation projects,improve soiland water conservation andaquatic ecosystem protection,develop water resources rationally,strengthen the hydro-meteorological and water technology suppoIrc,to achieve the target, expansiving thesize of water conservancy investment , China's water conservancy construction facedwith thecontradictionofincreased investment demand andinsufficient funds forconstruction,SO broadening the financing es particularlyimportant toattract more businesses and private capital to participate in water infrastructure thecontext,the paper mainly discussesthepublic-private partnership mode in China。S water infrastructureconstruction.
