南通市基层农技推广体系现状及改革对策研究中文提要

中文提要

随着社会主义市场经济体制的建立与发展,我国农业正由传统农业向现代农
业转变,农业发展进入追求效益的时期,对我国基层农业技术推广体系提出了更
高要求。本文采取理论分析和实证研究相结合,定量分析和定性分析相结合,宏
观和微观分析相结合的方法,通过大量实证调查、统计分析等,在借鉴发达国家
成功经验、回顾南通市基层农技推广体系发展历史、剖析南通市基层农技推广体
系现状及问题的基础上,提出了在新时期加强南通市基层农技推广体系建设的对
策建议。通过充分调查,较为深入全面地分析了南通市基层农技推广体系的机构
及人员构成,以及影响农技推广职能发挥的主要原因;围绕新时期南通市基层农
技推广体系改革,提出了以分离基层农技推广体系的行政监管、公益性服务和经
营性职能为核心的基层农技推广体制改革目标,以及配套的公益性农技推广机构
设置、编制核定、经费落实等方案;着眼于提高基层农技推广体系效能,提出了
改革南通市基层农技推广体系的四项创新机制,其中最具有创新力的机制是构建
推广责任机制,将基层农技人员按首席农技推广专家、农技指导员和责任农技员
进行分类,并提出了配套的职位设置、职责任务以及考核管理等建议。

Study on the Current Situation and Reformation Strategy

Abstract

Along with the establishment and development of the socialism market economy,
the agriculture in China is being transformed from the traditional agriculture to a
modern one, and the agricultural development has entered a stage to pursue profitability,
which raised a much higher requirement to China Agricultural Technology Extension
System at Grassroots Level. In the paper, we analyzed essful experience in
developed countries,reviewed the history in the development of Nantong Agricultural
Technology Extension System at Grassroots Level,and illustrated the current situation
and main problems of the extension system,which were based on a huge actual survey
and statistic analysis of relevant data,and the research appoaches that showed the
binations of theoretical analysis and case study, quantitative and qualitative
analysis, and macro and micro- addition we put forward some suggestions
for enhancing
