基于知识管理的我国地方政府行政服务机构建设研究

中文摘要
在知识经济时代的大背景下,如何提高政府的核心能力,政府如何应对时代提出的挑
战,运用知识管理理论建设完善的行政服务机构是一个全新的命题。地方政府行政服务机
构是适应市场经济和满足公众需求的新兴政府机构,作为沟通政府和公众及企业的纽带,
完善自身的建设,其实施有效的知识管理是顺应时代潮流的明智选择。本文首先阐述政府
知识管理理论和行政服务机构的相关理论,分析基于知识管理的地方政府行政服务机构建
设的理论基础;然后指出我国行政服务机构在行政人员、组织机构和组织文化方面存在的
主要问题;通过分析国外行政服务机构发展现状,从中得到一定的启示;运用知识管理理
论提出完善地方政府行政服务机构建设的策略,使知识管理理念应用到地方政府行政服务
机构的管理之中,促进政府管理的变革和创新,进而打造高效的服务型政府,提升对公众
服务的品质和效率。

Administrative anization in Our Country on
Knowledge Management

Abstract
Under big knowledge-base economy times background, it is a brand-new proposition how
to improve core ability of the government, how to answer challenge of times and constructing
perfect administrative anization with knowledge administration theory. Local
government administrative anization is the new and developing government
organization which adapts to market economy and satisfies the public needs, as the belt that
links up the government and people and enterprise, perfecting self's construction, it is sagacious
choice of conforming to the tendency of the day that puts effective knowledge management into
practice. Firstly, the book expounds relevance theory of knowledge management and
administrative anization, analyses theory basis of local government administrative
anization construction by knowledge management. And then, it point out primal
problem of administrative worker, anization anize culture in administrative
anization of our country. It gets enlightenment by analyzing current situation of
foreign country. It puts forward tactics of constructing local government administrative service
organization by knowledge management theory, puts knowledge management idea into
management of local government administrative aniza
