我国弱势群体保护中的政府责任研究

目前,我国社会弱势群体在经济困难面前承受着巨大的生存压力。因此,对
弱势群体的保护成为社会各界普遍关注的重大课题,也是亟待解决的问题。在我
国社会转型期,社会结构、社会体制都发生巨大的变化。部分弱势群体的产生也
是由于国家改革而随之产生的,比如:失地农民因为国家建设需要而失去了自己
的田地等。农村的劳动者几乎没有任何保障,中国宪法对农民这一弱势群体保护
的规定严重不足。由于社会变革的影响,弱势群体的心理焦虑因素增多,地位低
下,生活艰难。他们承担了改革上的成本,却没有获益。面对弱势群体的种种困
境,政府有着不可推卸的责任。政府应该利用强有力的调控手段承担起主要责任。
关于弱势群体的有关法律已经过时且十分分散。政府应尽快制定出切实可行的规
范性法律文件,完善弱势群体权利的立法保护。只有更多的关注弱势群体问题,
充分调动一切积极的力量,来对他们进行教育培训,才能让他们掌握更多的专业
技能,并且提高他们的素质,增强未来获取收入的能力。在我国,保护弱势群体
的社会保障制度首先是保障最基本的生活,这样可以避免大的社会动荡。只有真
正的保护好弱势群体,采取有效的保护措施,解决他们的问题,社会才能更好的
发展,才有利于和谐社会、小康社会的建立,从而达到共同富裕。本文总结了弱
势群体的困境及其存在的负面影响,通过分析政府对弱势群体保护的责任缺失问
题,来探讨政府如何有效的保护弱势群体。

The study of government responsibility in the
protection of vulnerable groups
Abstract
At present, China's vulnerable groups in society are facing tremendous pressure
of survival in the time of economic crisis. Therefore, the protection of vulnerable
groups, e major issues for all walks of life, as well as a problem to be solved. In
our society in transition, social structure, social systems have undergone tremendous
changes. Because of the social reform, disadvantaged groups are suffering
consequences by which have made their lives harder. For example: because of the
state-building needs. Chinese constitution to protect vulnerable groups of farmers that
the provisions of grossly inadequate. As the impact of social change, disadvantaged
groups, factors that increase the psychological anxiety, low status, life is hard. They
are bearing the cost of reform, but they are not benefiting from it. Considering the
various difficulties faced by vulnerable groups, the government has not shirked its
responsibility. The laws which are relevant to vulnerable groups are outdated and very
scattered. The government should formulate practical normative legal documents to
