摘要
世纪是世界文化对话的时代,是一个和平与发展的时代,是一个不断追求自
己的内在价值的时代,是人类专注于民主与人权的时代。人类文化在互相碰撞中
不断的形成比较、融合、批判,与此同时得到了创新与发展。民主的实现一直是
人类追寻的方向,选举民主的种种弊端给社会发展造成了一定的困扰,协商民主
在此时成为需求。
本文分为四部分:第一部分,协商民主理论述评第二部分,协商民主在中国
的产生和发展第三部分,中国协商民主的现状第四部分,中国协商民主发展
的途径。本文在分析了协商民主,对中国的协商民主理论进行了系统论述,力求
寻找完善协商民主的现实路径,以期对我国立法有所启示。
本文创新之处首先在于运用图表分析法更好的展示需要论述的问题,对中国协
商民主思想进行了系统论述,找出了协商民主在我国发展的问题和原因,从四个
方面:进一步发展和完善适合我国的协商民主形式;进一步完善立法保障机制;
进一步提高各级领导干部的素质;要保持宽容稳定、团结和谐的政治环境去寻找
协商民主发展途径。
不足之处在于对于协商民主的问题和原因分析不够,还需要更进一步找出完
善中国协商民主,协商民主在中国更好发展的途径。

Abstract
In the 21st century,it is the era of cultural dialogue, and it is an era of peace and
development,it is a constant pursuit of their intrinsic value of the era,it is focused on the
age of democracy and human rights. In human culture collision and formed, fusion,
criticism, meanwhile got innovation and development. Democracy is the realization of
human pursuit of democracy, elections for social development in various defects caused
some problems and deliberative democracy in time e demand. This paper will be
divided into four parts: The first part,the deliberative democracy theories, The second
part, the deliberative democracy in the birth and development of China, The third part,
the present situation of the deliberative democracy in China, The fourth part, the
development of the deliberative democracy in China. Based on the analysis of the
deliberative democracy in China, the deliberative democracy theories, the paper tries to
find perfect system of the realistic route of the deliberative democracy, in order to
inspire legislation in our country.
This innovation is the first using chart analysis method of better show needed for
this problem, the deliberative democracy in China has been discussed, find out the
