新农村建设视野下乡镇政府公共服务能力研究

摘要
为公众提供公共服务是政府的职责。但是,具备职责并不代表拥有这个职责
所要求的能力。随着经济和社会的不断发展,在以社会管理、公共服务为主要职
能的条件下,政府公共服务能力的提升对于地方经济和社会的发展,意义深远。
乡镇政府作为中国的基层政权组织,是党和上级政府联系农民的桥梁和纽带,在
农村经济社会发展中发挥着极其重要的作用。乡镇政府作为直接面对农民的基层
政府,理应把建立农村公共服务体系,提供优质的农村公共产品和公共服务作为
主要任务,并由此解决新形势下自身的职能定位问题。然而,乡镇政府作为农村
公共服务供给的责任主体,在为群众提供农村公共服务的改革和实践中,却面临
许多矛盾和困境。新农村建设的到来给乡镇政府带来了前所未有的机遇和挑战,
如何提高乡镇政府的能力来为农民提供高效而有质的公共服务,对于改善人民群
众生活、维护农村社会稳定、促进新农村建设,有着至关重要的影响。提高乡镇
政府公共服务能力,不断适应形势发展的需要,是当前一项紧迫的任务。
全文共分为五章。第一章是绪论,主要介绍论文选题背景及意义,国内外研
究现状,论文研究内容和思路;第二章提出了新农村建设与乡镇政府公共服务能
力问题,对新农村建设的时代背景与科学内涵、乡镇政府公共服务能力的内涵和
构成进行了分析,并就新农村建设对乡镇政府公共服务能力的新要求进行了论
述;第三章主要分析了当前我国乡镇政府公共服务能力存在的困境,并对其成因
进行了详实的探讨;第四章提出要从观念建设、职能建设、制度建设和队伍建设
等途径提升乡镇政府公共服务能力,建设服务型乡镇政府;第五章以湖南衡南县
冠市镇政府公共服务能力提升过程中存在的问题及原因、举措和成效进行了分
析,给前文的理论分析提供了现实依据。

Abstract
It is the obligation of government to provide public service. However, having
this responsibility doesn’t mean having the relevant capability. With the development
of economic and society, as for local government, under the condition of taking social
management and public service as main functions, government service capability
development being advanced to local economy and society, its significance is
far-reaching. As the end level in political power level structure of our country,
township governments are the related bridges and links between the government
relation and masses in country area. They have played important roles in developing
economic and society of country. Township governments should take establishing the
rural public service system and providing high quality rural public products and
public services as the primary missions, and solve the problem of its function locating
under new situations. However, township governments as the main body of rural
public service supply actually face many contradictions and dilemmas in the reform
