乡镇政府公共服务中存在的问题与加强公共服务的途径

摘要
农村公共服务是一个十分新鲜而又非常重要的课题。研究农村公共服务,提
升农村公共服务的供给水平对于农村的农村的发展,乃至整个国家的稳定都有重
要意义。目前,我国的公共服务存在严重的不均衡现象,这种差别主要体现在城
乡义务教育、公共卫生、公共文化、公共安全和社会保障等方面。采取切实手段
强化乡镇政府服务职能,提高农村公共服务供给水平已刻不容缓。
文章以公共服务和服务型政府为逻辑起点,细致地分析了农村公共服务的特
点、供给方式以及乡镇政府构建公共服务型政府的相关理论,并在此基础上系统
地分析了乡镇政府公共服务中存在的问题并对产生这些问题的基本原因进行了
深入的探索。文章通过对清水桥乡镇政府提供公共服务的实际情况进行调查,在
深入调查研究的基础上,笔者发现农村公共服务不高的主要原因有如下几点:
(一)乡镇政府公共服务意识不强。服务意识的淡薄必然导致对农民公共服务需
求的漠视。服务意识不强的具体表现有:公共服务理念滞后,角色意识错位,家
长作风等。(二)公共服务职能薄弱。公共服务职能薄弱是公共服务水平不高的
直接原因。职能薄弱的表现有:投入不足,供给不足,效率不高,质量不高等。
(三)政府公共服务体制滞后。政府服务体制的滞后影响了公共服务的供给效率。
政府服务体制的滞后主要体现是行政空间的限制,体制滞后和职能配置不科学。
(四)乡府工作人员素质偏低。乡府工作人员素质不高影响了公共服务方式的选
择。(五)农民缺乏参与热情。这主要体现在农民参与热情不足、信任程度低和
文化事业落后。
在深入分析农村公共服务水平不高原因的基础上,文章认为要提升农村公共
服务水平应当从以下几个方面努力:树立公众导向的服务理念,明确政府的角色
定位,提高公务员的素质,建立公共决策模式,创新服务模式和实施公共财政。

Abstract
Rural public services is a very fresh and very important issue. Researching on
public services in rural areas and upgrading public services in rural areas of the level
of supply in rural areas for rural development, as well as the stability of the entire
country of great importance. At present, the public service there were serious
imbalances, the difference mainly in urban and pulsory education, public
health, public culture, public safety and social security. Take effective means to
strengthen the functions of township government services, public services in rural
