中文摘要

“服务型政府”与“执行力”是近年来行政改革中最热门的两大词汇。温家
宝总理在十七大报告中首次将建设服务型政府设定为行政管理体制改革的目标和
价值取向,同时,在十届全国人大四次会议上明确提出提高政府执行力的要求。
由此可以看出,当前政府的主要建设目标是服务型政府以及政府执行力。
在服务型政府的建设过程中,地方政府作为基层政府组织,它是提供公共服
务的直接落实者,承载着百姓最迫切的服务需求,所以地方政府提供公共服务的
能力在改革过程中显得尤为重要。而执行力作为能力的一部分,它的完成效果直
接决定了政府服务效率的高低,百姓的需求是否得到满足,甚至社会的安定能否
得到保证。
本文以“公共服务”与“执行力”两大论点作为切入点,并通过对南通市政
府公共服务执行力状况的研究,客观分析了地方政府公共服务执行力存在的问题
并提出了相应的原因分析,运用新公共服务理论、博弈理论、系统理论等,为进
一步提高我国地方政府公共服务执行力提供依据和理论支撑。并总结出造成地方
政府公共服务执行力困境的原因是:执行过程中缺乏相应的制度建设、执行主体
的素质偏低以及地方政府的利益驱动等。由此提出提升地方政府公共服务执行力
的对策:优化利益整合,协调利益关系;提升执行主体的素质涵养;着力加强相应
的制度建设。

Abstract

"Service-oriented government" and "execution" is the two most popular words in
administrative reforms in recent years. Premier Wen Jiabao at the congress report for the
