经济分析Vs现状分析——我国廉租房政策分析及建议

摘要:本文以最低收入人群的住房需求问题为研究对象,通过过滤模型、实物补贴与现金补贴的经济分析与现状对比,分析我国现有的廉租房政策为解决最低收入人群的住房问题起到的作用,提出要搞好廉租房建设,需要涉及到整个住房保障体系的建立和完善,如二手房市场、住房租赁市场的进一步规范,个人财产收入审核体系的建立等,与廉租房政策相衔接,为最低收入人群提供更多的选择。

Abstract: In this paper, the house need of the lowest e people was studied1>. paring the economic analyses and realistic situations with the filter model and the house/cash allowance, the influences of the low-rent house policy on the lowest e people was quite obvious. Moreover, suggestions that the whole house security policy should be established and improved in order to get a good connection with low-rent house policy were provided, including further standardization of the secondhand house and house renting market, and the establishment of the personal e auditing system, which will provide more cho
ices for the lowest e people.

著名经济学家马斯洛的需求理论将人的需求分为五个层次,由低到高依次为生理需求、安全需求、社交需求、尊重需求和自我实现需求。其中,对住房的需求与对食物、水、空气的需求同属于最低层次的生理需求,人们在转向较高层次的需求之前,总是先尽力满足这类需求。但是,处于社会最低收入阶层的人群往往在快速城市化进程中无法通过自身的力量改变无房、危房、拥挤、共用等住房弱势状况,只能依靠政府救助。如何解决这类弱势群体的住房需求问题,历来属于各国政府认真探索、着力解决的问题。
据我国国家统计局2004年年底在全国抽样调查数据显示,中国每年新增1%的城市人口,大约为1800万-2000万,新增城市人口的住房需求,按城市人均住房22平方米计算,每年将需
