摘要
优惠性原产地规则是在最惠国原则以外由一国单方面实施或由两个以上国家或
地区通过谈判达成协议后相互适用的原产地规则它适用于普惠制和各种发展迅速的
区域贸易安排普惠制是发达国家给予发展中国家单方面的关税优惠制度经过三十
年的发展各给惠国不断修改原产地规则制定了新的给惠清单及新的给惠幅度调
整本衡发展中国家之间的贸易关系另一种优惠性原产地规则由
于区域贸易安排的迅猛增加而广泛运用各国为拓展世界市场而结成了贸易同盟这
种排它性的贸易规则保护了区域内的企业与市场贸易体之间的谈判加快了优惠性原
产地规则的统一进程
本文首先对各种优惠性原产地规则由来及最新进展与方案进行了介绍展示了我
国利用优惠性原产地规则的现状对优惠性原产地规则的发展方向进行了探讨对我
国应对优惠性原产地规则变化提出了建议指出了我国积极参与和利用优惠性的区域
贸易安排是我国打破贸易壁垒的发展方向最后对完善我国优惠性原产地规则提出了
建议指出我国应组织专家小组对优惠性原产地规则进行深入研究积极参与国际上
原产地规则的制定加强与其他国家及贸易区的原产地规则的磋商主动利用发达国
家优惠性原产地规则运用的成果使它成为调节我国经贸战略目标的工具本文的研
究为我国优惠性原产地规则的制订作了初步理论准备把优惠性原产地规则作为普惠
制与区域贸易安排原产地规则的统一概念提出了制定我国优惠性原产地规则的设
想

Abstract
Preferential Rule of Origin is the Rule of Origin performed single-sided by a country,
or by more than two countries (regions) after the agreement that the rules are applicable in
the countries (regions) involved. It is used in the Generalized Systems of Preferences and
all kinds of rapidly-increasing Region Trade Agreements. Generalized Systems of
Preferences is a tariff preference systems given by the developed countries single-sided to
the developing countries. With over 30 years passed, new preference lists and details which
are introduced under the fixes on the Rule of Origin made by the donor countries are
adjusting the trading relationships among the participants. Another Preferential Rule of
Origin is widely used due to the rapidly-increasing Region Trade Agreements — the
trading countries ally to develop the world market. The exclusive trade rules protect the
enterprises and markets, while the negotiations among the trading partners accelerate the
uniform process on the Preferential Rule of Origin.
The article firstly describes the birthplace of Preferential Rule of Origin as well as the
newly development and rules. With the showing of the present situation in the usage of
Preferential Rule of Orig
