农村基本医疗卫生保障,作为农村社会保障的主要组成部分,必然面临卫生
防疫、健康保健、疾病诊治等多方面需求。综观我国农村基本医疗卫生保障制度
的发展演进以及国外农村医疗保障制度构建的成功经验不难发现,其制度体系设
计的合理程度与功能完善程度是决定其适用性与可持续性的关键。尤其是农村经
济的区域不平衡性发展、农民收入水平的分化以及医疗科技的快速发展和医疗费
用的急剧上涨,不仅直接影响到农村医疗的供求,还直接影响着新形势下农村医
疗保障的制度构架和持续性发展问题。因此,如何看待新形势下的农村医保问题、
如何构建新形势下的农村医疗保障制度体系,不仅仅是一个试点、总结和推广的
问题,更应该是一个综合性的社会治理与可持续发展问题。
本文主要采用了文献研究方法、比较分析方法和规范和实证相结合的分析方
法。首先通过检索查阅文献、国家政策和报纸文件、收集各种网上数据库和统计
机构等权威资料和数据,对农村基本医疗卫生保障制度的发展研究现状予以综述,
在此基础上针对目前医疗卫生保障制度的不足展开本论文的研究。其次本论文的
研究主题“农村基本医疗卫生保障制度的发展与研究”,以十七大为背景,是一个
现实和新颖的话题,紧密联结国家政策,作为一种理论研究,采用很多政府内部
统计资料和例证对存在的问题进行分析,力求对农村基本医疗卫生保障制度的发
展研究提供有效的政策和措施。
论文在综合概述农村基本医疗卫生保障制度现状的基础上,综合运用新公共
服务理论、社会保障理论和国家福利理论等相关学科的有关理论对农村基本医疗
卫生保障制度不能与时俱进引发的问题予以分析。同时借鉴泰国、印度、新加坡
等国外发展中国家在农村基本医疗卫生保障制度架构方面的经验,设计从完善医
药卫生四大体系,建立覆盖城乡居民的基本医疗卫生保障制度,全面加强和进一
步完善公共卫生服务体系建设;完善体制机制,保障医药卫生体系有效规范运转,
建立协调统一的医药卫生管理体制、高效规范的医药卫生机构运行机制等几个方
面探索构建农村基本医疗卫生保障制度发展研究的对策。

ABSTRACT
Basic medical and health protection as a ponent of rural social security
is inevitable to face many demands, such as health and disease prevention, health care,
disease treatment and other aspects. Seeing from China's basic medical and health
security systems in rural areas and essful experience of medical security system in
foreign countries, we can easily find that the key to applicability and sustainability is
the system designed reasonably and perfectly. Especially the development of economy
regional imbalances, the differentiation of farmer e, and the rapid development
of medical technology and the rapid rise of medical costs in the rural areas, not only
directly affect the rural health care supplies and demands, is also a direct impact on the
