第四条 社会体育指导员必须拥护中国共产党的领导，热爱社会主义祖国，遵守法律与社会公德，热心社会体育事业，积极从事社会体育工作。
第五条 指导员登记注册的种类分为：取得资格的登记注册、迁移指导地注册、年度审核注册。
第六条 为了保障社会体育指导员注册登记管理工作质量，提高工作效率，加速注册登记管理工作信息化建设，社会体育指导员的注册登记管理将使用国家体育总局群体司委托专门研发的《社会体育指导员管理系统》进行。书面报送所需的指导员信息表、变更指导地申请表和年度审核注册表将采用统一编制的表格（见附件）。
第二章 登记注册机构与执行机构
第七条 指导员登记注册机构为：国家体育总局、各省市体育体育局群体处、各市区体育局群体处和各区、县体育行政管理部门。
第八条 各级社会体育指导员的注册登记权限为：三级社会体育指导员由县、区体育行政部门注册登记；二级社会体育指导员由地、市体育行政部门注册登记；一级社会体育指导员由省、自治区、直辖市体育行政部门注册登记；国家级社会社会体育指导员由国家体育总局注册登记。

第九条 指导员登记注册执行机构为：国家、省市、市区、区县各级社会体育指导员协会。
第三章 取得资格的登记注册
第十条 对符合《社会体育指导员技术等级制度》的要求，取得社会体育指导员资格的人员，要在相应的体育行政管理部门进行登记注册，注册登记采用网上注册登记和书面注册登记两种方式：
网上注册登记：登陆“体育管理在线”网站。在社会体育指导员申请注册页面录入个人信息注册登记。
向相关管理部门报送书面登记注册相关材料进行注册登记。
第十一条 取得资格的注册登记应向相应级别的体育行政部门或其委托的组织提交下列材料：
身份证件复印件
获得的社会体育指导员资格证明材料复印件
社会体育指导员信息表（附件一）
第十二条 对初始注册登记的指导员，体育行政管理部门应为其发放智能IC卡，智能IC卡里含有注册登记指导员员的姓名、身份证件号、单位名称、工作记录、荣誉信息、晋升记录、迁入迁出记录等一系列资料。智能IC卡作为每个指导员的唯一身份标识，卡库同步
