随着国家深入推进西部大开发新十年规划的落实和?关中-天水经济区开展规划?的实施，“十二五〞时期，我县将进入经济创新开展、城乡创新建设、改革创新推进、民生创新改善的关键时期，同时也面临着诸多矛盾和困难，机遇与挑战并存。

〔一〕“十二五〞时期开展的新机遇
1、深入实施西部大开发新政策倾斜带来新机遇。我县在培育特色优势产业、保障和改善民生、保护生态环境、改革创新先行先试等方面，争取更多的国家政策支持，有利于经济社会又好又快开展。
2、?关中-天水经济区开展规划?的推进实施带来新机遇。我县在发挥比较优势、实施错位开展战略、强化功能定位和产业分工协作、谋划筹划重大工程上，更加具有科学性和针对性，有利于经济社会突破开展。
3、陕西新一轮经济上升周期带来新机遇。陕西人均GDP突破3000美元，标志着我省进入内需型经济开展新时期，市场环境明显改善，投资、消费、出口的拉动持续较旺，为我县加速推进新型工业化、城镇化和农业产业化提供了重要的机遇期。
4、承接东部产业转移带来新机遇。对于我县培育引进资源消耗低、环境污染少、技术含量高、创新能力强、带动作用大的产业，加快转变经济开展方式提供了重要契机。
