1、外墙、屋面节能改造：建筑物外墙采用5cm膨胀聚苯板薄抹灰外墙外保温系统进行改造（-4cm挤塑板连环甲挂板外墙外保温系统进行改造）；屋面改造应根据建筑物实际情况进行保温处理（可采用聚氨酯喷涂、挤塑板或聚苯板进行保温）。通过对外墙、屋面进行保温处理，消除建筑物目前存在的保温隔热性能差、渗漏缺陷，增加外维护结构的保温隔热性能。
2、外窗改造：在原有外窗普遍较好的情况下，可增加一樘推拉窗或更换中空玻璃；在原有外窗普遍没有维修使用价值的情况下，可直接更换为断桥铝合金或铝塑铝中空玻璃窗。通过对外窗进行节能改造，可显著提高门窗的气密性和保温隔热性能。
3、楼宇门改造：楼宇门应选用集保温隔热、防火、防盗等功能于一体的单元门，如原有通透式楼宇门较好的情况下，可对通透部分用安全玻璃进行封闭改造。
4、室内采暖系统改造：室内采暖系统每户安装热计量表和自动温控阀，达到分户控制、单户计量及室内温度自动调节功能，达到按用热量收费的条件。
5、热源及室外供热管网改造：对小区换热站应增设自动变频装置和气候补偿装置，加装热计量总表。更换不符合节能标准要求的供热管网或对原管网系统进行保温处理，对小区供热管网进行平衡改造，使小区供热管网达到节能标准要求。
