农村公路建设应当尽量利用老路，防止大改大调、高填深切，减少拆迁，节约土地；应当保护根本农田，保护水利设施，保护生态环境和文物古迹，保障工程建设质量和平安。
第六条 农村公路建设工程实行工程法人制、招投标制、合同管理制和工程监理制。
第七条 县市区人民政府为辖区内农村公路建设管理的责任主体，其交通运输行政主管部门负责辖区内农村公路建设管理的具体工作。
乡镇人民政府和村委会有关农村公路建设管理的具体职责由县市区人民政府确定。
第八条 农村公路建设管理工作实行目标管理，按年度分期进行检查和考核。
第二章 组织机构
第九条 省政府成立农村公路建设领导小组，由省政府领导担任组长，省政府有关部门为成员单位。领导小组负责决定、协调和解决农村公路建设的重大事项。领导小组办公室设在省交通运输厅，主要职责是指导全省农村公路建设的各项工作，制定建设管理政策和工程技术标准，协调处理建设过程中的有关问题，监督工程进度、工程质量、施工平安、资金使用，考核目标完成情况，总结交流经验，收集、整理和反应建设信息。

市州、县市区人民政府根据农村公路建设的需要，明确相应的管理机构，负责制定辖区内农村公路建设政策，组织和协调农村公路建设，分级进行目标考核。
第十一条 农村公路建设工程业主由市州、县市区人民政府根据国家有关政策结合当地实际确定。工程业主单位的主要领导为工程负责人。
第三章 建设标准
第十二条 农村公路建设应按以下标准执行。国家另有规定的，从其规定。
县道采用四级及以上公路技术标准，，路面宽度一般不小于6米。水泥砼路面面层厚度不小于22厘米、强度等级不低于C30，水泥稳定类基层厚度不小于15厘米，沥青路面面层厚度不小于4厘米，水泥稳定类基层厚度不小于20厘米。
