建立公务员制度运行机制的目的在于实现公务员制度的目标。

公务员制度的目的(Purpose of the civil service system):
to recruit qualified personnel for public sector jobs
to inspire and develop public human resources

公务员激励管理机制,是指在公务员管理部门通过引导公务员的价值观念与行为方式来实现公共行政组织的目标,并按照预设的标准与程序相应地进行公共资源配置的过程。
