摘要
随着我军新军事变革的深入推进,给部队人员素质建设提出了新的要求。基
于人才考评和选拔制度的改革趋势,在为“完成多样化军事任务”提供可靠后勤运输
与勤务保障的新形势下,在军队各级各类司机训练机构中创新培训考核方法势在
必行。
本文首先对国内外素质测评的发展现状进行了介绍,描述了论文的选题背景
和意义,在介绍部队新训驾驶学兵培训现状的基础上,研究分析了目前在新训驾
驶学兵素质测评中存在的问题,探讨了改进素质测评工作以提高培训质量的可行
性。其次,本文以部队现行法规政策、驾驶员培训工作要求以及新训驾驶学兵特
点为基本依据,运用现代素质测评理论对部队新训驾驶学兵应该具备的素质进行
了分析,确定了部队新训驾驶学兵的素质构成要素,并在此基础上初步确定了测
评指标,接着运用专家调查法对初定指标展开问卷调查,借助 SPSS 软件通过对指
标问卷结果的信度和效度分析对指标进行了筛选,确定了指标要素;然后,本文
结合部队实际,分析设计了与各指标相对应的测评方法和考核标准,并运用层次
分析法设定了各个指标的权重,确立了测评指标体系。最后,采用 TOPSIS 方法构
建了部队新训驾驶学兵的排序模型。
本文以某集团军司机训练大队 2012 年度新训驾驶学兵为研究对象进行实例验
证。结合毕业考核,应用本文设计的指标体系与模型,对其进行了测评和排序。
根据受测对象使用单位的反馈意见,本文测评与排序的结果与受测对象的现实表
现基本一致,说明本文研究设计的指标体系与模型具有一定的科学性、可行性和
实效性。

ABSTRACT
With the modern military reform being pressed ahead, the personnel quality
building of the army is set with new requirements. In the trend of army’s reform in the
talent evaluation and selection, and in the new situation of providing reliable logistics
delivery and service to plish diversified military tasks, it is imperative to innovate
upon the methods of the training and evaluation in the various military driver-training
organizations.
First of all, this paper introduced the developing situation of quality evaluation at
home and abroad, described background and significance of the topic. After introducing
the situation of the training work of the military drivers, this paper analyzed the
problems of the quality evaluation in the new soldier-driver, and dis
