水利产业作为基础性产业,它对国民经济的意义是巨大的。水利投资项目往往是
经济效益与社会效益并举的,过分注重经济效益或社会效益都是不正确的。因此,选
择合适的水利投资项目综合评价方法并应用于水利投资项目综合评价实践是十分重
要的。
本文分为五个部分:
1)从建设项目综合评价入手,论述了建设项目综合评价的概念、内容及国内外发
展概况,其后结合水利投资项目的特点,分别对水利投资项目综合评价的两个主要方
面,即社会评价和经济评价作了全面的论述。
2)对综合评价方法作了详细的剖析,将常用的综合评价方法作了归类,指出其存
在的问题及今后的发展方向。并结合水利投资项目的特点,提出适合于水利投资项目
综合评价的方法,即采用多层次模糊综合评价法进行评价。
3)兼顾社会效益与经济效益,建立了一种新的、较为完善的水利投资项目综合评
价指标体系。
4)建立水利投资项目多层次模糊综合评价模型,分析了其数学模型和采用模型进
行评价的步骤,着重对指标权重确定方法进行了研究。
5)以尼尔基水利枢纽工程为实例,验证了本文提出的综合评价理论和方法的有效
性和可行性。

Abstract

As the basic industry, water conservancy industry is significant to national economy.
The water conservancy investment project posed of the social effectiveness and the
economic effectiveness. It is not proper to overemphasizing the economic effectiveness
and the social effectiveness. So it is important to choose appropriate synthetic assessment
method and use it in the project practice.
The dissertation can be divided into five parts. The first part, beginning with the
construct project synthetic assessment, its conception, content and the present study
situation home and abroad were discussed. Combining with the features of water
conservancy investment project, the dissertation has discussed the main two parts: the
economic effectiveness and the social effectiveness of the water conservancy investment
project’s synthetic assessment.
The second part, the synthetic assessment methods were prehensively.
The frequently used methods were classified, the existed problem and the development
direction in future were pointed out. bining with the features of the water
conservancy investment project, the methods which fits the water conservancy project, that
is the fuzzy analytic hierarchy integrated assessment method was presented.
The third part, considering the economic effectiveness and the social effectiveness,
the relatively perfect syn
