论以重建行政监管公信力为核心完善食品安全监管

【摘要】我国已进入风险社会,食品安全监管面临新的挑战,为此应以重树行政公信力为核心改进食品
安全监管机制,具体包括:实施程序公开,信息公开,增加透明度,充分保障公众的广泛、深度的参与;风险评估
与风险管理分离,保持评估的独立性、先进性、民主性;注重问责制度的程序设计等。

【Abstract】China has entered a risk society, risk characteristics of the society itself makes the food safety su

pervision will face new challenges. Thus, the establishment of executive credibility as the core to imp rove food safety
regulatory mechanism should be concerned, specifically including: the openness of the imp lementation p rocess, infor
mation disclosure, increased transparency, to fully p rotect the public extensive, in dep th participation; separation of
risk assessment and risk management to maintain the independence of the assessment, advanced, democratic; focus
on p rocedures for the accountability system design.
