二、主要措施和经验
环境卫生管理效劳处对县城环境卫生不断加大管理力度，落实责任制，细化监督考核标准，强化日常督导检查。增加投入，建设垃圾处理场、垃圾中转站，购置运输车辆，进一步扩大袋装化收集范围，主街主路全部实行垃圾袋装化收集清运，做到定时收集，垃圾不落地，非收集时间垃圾不出门，未实行垃圾袋装化收集的区域新建和维修固定垃圾池点，池点垃圾每日清理两次，做到日产日清，不存留、不过夜，转运站每日压缩垃圾180立方米，原本需要三车次运输的垃圾量，经过压缩后一车次就可以完成，减少了垃圾运输车辆的运输次数，减轻了对环境的污染，有效地降低了垃圾运输本钱，使县城垃圾处理率到达80%。
三、存在的问题
1、居民的垃圾处理费征收难度大，缺乏刚性措施；
2、由于北方冬季寒冷、风沙强烈、昼夜温差大、设计要求使用年限年，造成垃圾场防护膜破损；
3、受资金困扰，县城内垃圾不能实现分类处理。
四、下步工作方案和建议
县城生活垃圾处理工作关系到县域经济健康、高效、持续、快速的开展，意义十分重大，我们将在下一步的工作中，紧紧围绕县委、县政府的总体部署，着眼超前谋划，着 制调整，着力自主实施，全力推进我县生活垃圾无害化处理工作。一是
