摘要
企业战略是企业对自身中、长期的发展所做的全面思考,是企业对未来发展
的一种整体谋划,决定着企业的发展方向,涉及企业与环境的关系、企业使命的
确定、企业目标的建立、基本发展方针和竞争战略的制定等。在环境日益复杂多
变的今天,面对经济全球化和知识经济的严峻挑战,对于任何一个企业而言,为
保证企业可持续发展实施企业战略管理已成为企业管理的首要任务。
重庆钢铁股份公司(以下简称重钢股份公司),集中了重庆钢铁集团的优良
资产,在香港上市的股份公司,这些年来,取得不错的佳绩,但是,随着钢铁工
业的快速发展,能源与资源“瓶颈”日渐突出,原材料价格涨势迅猛。面对当前
变化不定的国际、国内钢材市场,今后如何发展,是企业面临的首要问题。
本文在调查研究重庆钢铁股份公司基本情况,分析外部环境和内部条件的基
础上,总结了企业的优势和劣势,剖析了面临的机遇和挑战。然后,根据企业所
拥有可利用的资源、企业的组织结构、企业文化,从宏观经济分析如何适应环境,
使企业的核心力与经济环境相适应,使企业的优势资源和核心能力发挥出最大的
潜能出发,充分考虑到重钢股份公司的实际情况,经过思考、分析、讨论存在的
问题,提出解决的思路,在此基础上提出重钢今后要发展的战略设想。
本论文运用了环境分析、价值链分析、行业分析,并利用外部因素评价矩阵
和内部因素评价矩阵对外部和内部环境进行归纳和评价。把战略管理理论运用于
企业战略实践,对重庆钢铁股份公司当前的结构调整、技术改造、内部改革、企
业的管理和企业的长期稳定发展具有现实的指导意义。
希望本文为大中型钢铁企业健康发展提供帮助。

ABSTRACT
Enterprise strategy is the consequence after their development; it is the design for
future; it decides enterprise’s developing direction; it refers to the relationship between
companies and environment of an objective, the decision of mission, the establishment
of an objective, how to shape the development course petition strategy. Under
the plex environment, face to the challenge of global economy and
societal economy, the first and important task for pany is to keep up developing
long time by implanting the management strategy.
Chongqing Iron & pany limited (hereafter refers to CISC) has the excellent resource;
the pany in Hong Kong got the great ess during these years. But along with the
strongly development of steel industry, the price of raw materials rise rapidly because of the lack of
energy & resources. Face to the protean market and embark from the actual situation of CISC, First
question will be taken considered by us.
This article summarized the predominance and the inferior position after
researched the basic situation of Chongqing steel& pany limited. and
analyzed the interior and exterior environment, also had an anatomy of opportunities
and challenges that we would face to,.after
