技术跨越政策研究——基于韩日的实证分析

摘要
技术跨越是后进国家赶超技术发达国家、实现产业跨越式发展的战
略选择。后进国家通过制定技术跨越政策促进技术跨越式发展,提升本
国产业的技术创新能力和竞争力尤为重要。因此,本文通过研究技术跨
越的含义、模式和实现条件,来探讨技术跨越政策的制定和作用机理。
本文在对技术跨越基本理论分析的基础上,提出了技术跨越政策制
定的理论基础是后发优势理论、技术跨越的不确定性和复杂性,并对技
术跨越政策的作用工具和作用机理进行了探讨,认为技术跨越政策在技
术跨越中发挥着外部序参量的促进作用。
通过分析韩、日两国促进技术跨越发展的政策和经验,本文认为政
府政策的推动在韩日两国的技术跨越中发挥着重要的作用。通过分析我
国实施技术跨越发展战略的历程,本文将我国技术跨越发展分为三个阶
段,并分别探讨了三个阶段的技术跨越政策、政策特征和存在问题。
在前四章分析的基础之上,本文初步提出了构建适于我国国情的系
统的技术跨越政策体系—需求、环境、供给、战略,认为技术跨
越政策是技术需求、内外部环境、技术供给和技术跨越战略各系统要素
协同作用的结果,对于促进我国技术跨越具有重要的意义。

ABSTRACT
The technical leapfrogging is the strategic choice for the less
advanced country to surpass the technical developed country, and realize
the industrial leapfrogging development. Through drawing up the
technical leapfrogging policy, it is very important for the less advanced
country to promote technical leapfrogging development, and upgrade
technical innovation ability and petitive ability of native industry.
Therefore, this paper discusses formulation and the action mechanism
of the technical leapfrogging policy by studying the meaning, the pattern
and the realization condition of technical leapfrogging.
Based on the analysis of technical leapfrogging theories, it proposes
that theoritical foundations of technical leapfrogging policy are
advantage of backwardness, uncertainty plexity . Meanwhile, it
discusses the action tool and mechanism on technical leapfrogging
policy ,and thinks that it plays the exterior order parameter role in
promoting technical leapfrogging.
Through analyzing Korean and Japanese’s policy and experience
promoting technical leapfrogging, it considers that government policy
takes vital role in motivating technical leapfrogging. Through analyzing
