摘要

国家中长期教育改革和发展规划纲要(2010-2020 年)明确提出,要努力培养
造就数以亿计的高素质劳动者、数以千万计的专门人才和一大批拔尖创新人才
的战略目标。在全国 1092 所本科院校中,新建本科院校总数近 240 所,占全国
普通本科院校总数的 %。安徽省本科院校 31 所(不含二级独立学院 11 所),
新建本科院校 13 所,占 42%。新建本科院校以开展应用型本科教育、培养应用
型人才为主,是高等教育由精英教育向大众化教育转变过程中形成的一种新的
教育类型,缺少现成的模式与理论指导,亟待探索与总结。
为探索新建地方本科院校学科专业的建设与发展,本文结合安徽省新建本
科院校及安徽经济社会以及产业发展的实际,以蚌埠学院为例,通过文献法、
历史分析法等方法,系统分析了蚌埠学院学科专业建设的发展现状和发展水平;
通过引入趋同度指数,定量分析专业同质化程度及形成原因,得出新建地方本
科院校专业同质化程度随着办学时间逐步减小的总体趋势;通过 SWOT 分析方
法,在深入分析了蚌埠学院学科专业建设与发展的内部优势、内部劣势、外部
机遇与外部威胁的基础上,得出了蚌埠学院学科专业建设与发展必须采取 WO
发展战略的结论,进而明确了蚌埠学院学科专业建设与发展的战略思想,给出
了蚌埠学院学科专业建设与发展战略规划,提出了蚌埠学院学科专业建设与发
展的主要措施。研究的结论期望为蚌埠学院乃至新建地方本科院校的学科专业
建设与发展提供诸多有益的启示。

Study on the Found of the Academic Subjects and Their
Development in Bengbu College

Abstract

According to the Medium and Long Term National Guideline for Educational Reform and
Development (2010-2020), China has drawn up strategic objectives to educate and train
millions of hundreds of high-quality workers, millions of tens of people with professional
skills and a large number of top-notch creative talents within a decade in the country’s 1092
universities and colleges, among of which 240 ones were newly-founded covering % of
the total number. In Anhui Province there are 31 universities and colleges (11 Grand Ecoles
not included) with 13 newly-founded colleges covering 42% of its number. Newly-founded
college is a new type of education developed by education transforming from elite to popular,
with an aim to open applicable undergraduate education and train practical talents. Due to lack
of the ready-made models and guiding theories, researches on it are greatly needed.
This is a research on discipline construction and development in newly-founded local
colleges bining the practices in Anhui with the status quo and standard of its society
and industry. It chooses Bengbu College as a case
