T 核电公司的绩效管理研究
摘要
企业需要不断加强核心能力的建设工作,以期在市场竞争环境中提
升核心竞争力,全面提高企业业绩作为重要管理环节,已经成为越来越
多的国内外企业绩效管理的重要课题。
运营核电企业面临着电力体制的改革、市场经济的完善和核电大发
展的外部环境,作好企业发展战略规划,在安全发电、经营管理、技术
创新、财务、人力资源、供应商管理和采购库存等领域建立有效的绩效
管理体系进行控制,将保证企业目标的实现。
本文研究的理论基础是绩效管理中的主要四个理论方法:平衡计分
卡、关键绩效指标、目标管理和对标管理。这些理论结合核电公司的
战略规划和绩效管理的实际状况,明确了建立以战略为导向的绩效管理
体系的重要性和必要性,运用以平衡计分卡为核心,关键绩效指标、目
标管理和对标管理为辅来构建符合核电公司的绩效评价体系,建立以
能力、态度、责任和执行力为驱动力的绩效循环体系,将有效保证核
电公司世界一流核电管理品牌的长远战略目标的实现。

T NUCLEAR PANY
ABSTRACT
Enterprises have to continuously enhance the construction of their core
competence in order to improve the petence under a
competitive marketing environment, and take the full enhancement of
enterprises’ performance as an important part in management, which is
ing an important subject of performance management for enterprises
both home and abroad.
Operating nuclear pany are facing an external environment of
reform in power system, soundness of market economy and great
opportunities of nuclear power development. To better the strategy planning
for the enterprise development, and establishment of effective performance
management system for appropriate control in the field such as safe power
generation, operation management, technical innovation, financing, human
resources, supplier management and purchase inventory, etc. will ensure the
realization of enterprise’s target.
The research in this paper is mainly based on four major theoretical
methodologies in performance management, namely, Balanced Score Card,
Key Performance Indicator, Management By Objective and Benchmark
Management. These theories, in light of strategy planning and factual status
of performance management in T nuclear pany, identify the
importance and necessity of establishment of strategy-guided performance
