Focus Groups and Interpretative Analysis
Once the formal analysis pleted and examined for content and patterns, focus group meetings anized with industry representatives and leaders from the region. The focus group meetings began with pleting a survey petitive strengths and weaknesses of the regional economy. An example of survey results appears below in the discussion of the Northern Virginia Case Study. The second part of the meeting involved eliciting and evaluating ideas about future directions of investment in cluster and related industries. A modified nominal group technique (Delp et al. 1977) was used to surface and obtain this information. We do not present all of the results from the focus group meetings because there is insufficient space. However, one part of that discussion is shared to show how this process produced information essential for the initiation of technology policy at sub state level.
One of the CEOs of a meat pany told the group that his corporation had just outsourced all of its logistics (acquisition of inputs and delivery of outputs to the market) to a large global logistics firm. This resulted in statements from three other CEOs that panies were in the midst of making the same decision. This further solidified observations from the logistics integration literature
(Stough 2001) and from what was learned in analyses of other Virginia economic regions that logistical outsourcing was a major and rapidly evolving new element of business process in the states as in many other parts of the country and the world.
