地铁项目因投资大、票价低,其社会效益远远大于运营所得的直接经济效益,运
营亏损现象非常普遍,而香港地铁却能够成为世界上为数不多的盈利企业。近年来,
苏州地铁发展迅速,但也存在运营亏损的情况,为了实现苏州地铁的健康可持续发展,
有必要借鉴香港地铁的成功经验,研究苏州地铁的盈利模式。
本文主要阐述了国内外地铁的发展现状,指出了目前地铁在融资、盈利模式方面
存在的问题;分析了苏州地铁规划、建设、运营状况。苏州地铁在方便市民出行、改
善市民生活环境、拓展城市空间、提升城市形象等方面发挥社会效应的同时,也存在
运营亏损。为了实现地铁的可持续发展,本文在研究香港地铁的盈利模式的基础上,
通过地铁上盖物业、地铁站周边土地开发、地铁附属资源的开发经营,研究构建了苏
州地铁盈利模式。

Abstract
Subway social benefits are far greater than the direct economic benefits got from its
investment opertations due to huge investments, low fares and other external public
characteristics. Subway operating loss mon, but Hong Kong’s Mass Transit Subway
is one of the few subway enterprises in the world that is financially profitable. Therefore,
the essful experience of Hong Kong’s Mass Transit Subway should be drawn on to
improve the planning thoughts and management sustainedly, which will be significantly
meaningful to achieve the long-term goal of Suzhou Metro’s sustainable development and
to constantly improve its operational management level.
Fully based on absorbing previous studies ,combined with research of Suzhou profit
metro models , this paper proposed a framework of profit metro models on the basis of
massive references about metro operations both at home and abroad and further
discussed it in details. It attempted to achieve the objective of exploring and analysing the
local metro profit model and pensational mechanisms for the policy losses
which based on the former relevant theoretical research results and the actual situation of
Suzhou mass transit subway.
