摘要

20 世纪 60 年代以来,跨国公司在海外的研发活动主要是在发达国家进行的,
但近年来随着中国经济的全方位对外开放,以及市场经济体制的逐步建立,中国
大陆已成为全球理想的投资地点之一,而跨国公司的在华的研发投资也急速增
长。
数目迅速增加的在沪外资研发机构对上海市科技、经济的发展产生不断增长
的影响,不少专家和学者结合当今世界全球化的大趋势背景,就外资研发机构在
华设立后带来的先进技术、对产业的推动以及人才培训及管理的先进理念等积极
的作用给予了肯定,同时也就外资研发机构带来的对本地人才和科技资源的争
夺、对本地企业的强势竞争等消极影响做出了论述,希望当地政府从政策上、管
理上采取进一步的举措进行引导。
本文希望在此研究基础上,通过对在沪外资机构设立的背景、类型、活动的
进一步阐述,详细剖析在沪外资研发机构对上海各相关领域发展产生的各方面影
响,并为政府部门未来在宏观上制定有关政策法规,对在沪外资研发机构进行有
效的管理提供参考性建议。

THE DEVELOPMENT OF THE FOREIGN INVESTED R&D CENTERS IN
SHANGHAI AND STUDY ON THE MANAGEMENT MEASURES OF THE
LOCAL GOVERNMENT

ABSTRACT

Since 1960s’the oversea R&D activities of Multi-National Corporation
(MNC) took place mainly in developed countries. But since recent years
after the opening policy of the Chinese economy and the establishment of
the market-orientated economic system China has e the global ideal
investment land. The R&D investment of MNC increases also rapidly.
The increasing foreign invested R&D centers in Shanghai have also made
bigger and bigger influence of the local scientific, technological and
economical development. Under the background of the globalization trend
of current world many Chinese scholars delivered their viewpoints about
the positive roles played by the foreign invested R&D centers, which are
advanced technologies, promotion of the local industries, advanced
personnel training & management experience etc. At the same time some
negative roles played by the foreign invested R&D centers are also
mentioned by the scholars, which include snatching the local R&D resource
and personnel and the petition with the local enterprises. The
scholars hope the local government can take political and management
measures to instruct the development of the foreign invested R&D centers.
