地方政府保障房政策执行力和中央—地方政府关系之间有着内在的联系。从中央—地方政府关系的角度来探讨地方政府保障房政策执行力可以更好的理解地方政府在保障房政策上的“执行差距”。
政策特性体现的中央—地方政府关系是影响地方政府政策执行力的关键要素。保障房政策的执行不力来源于地方政府的目标函数和中央政府的目标函数存在较大差异。本文利用“冲突性、明晰性”政策模型分析保障房政策特性体现的中央—地方政府关系,及其对地方政府保障房政策执行力的影响。分析表明,中央与地方政府利益的冲突性和政策的模糊性是地方政府保障房政策执行力不足的根本原因。
本文对上海和重庆的保障房政策执行进行了模型分析。重庆保障房建设的“重庆模式”为提高地方政府保障房政策执行力提供了一个新思路。
提高地方政府保障房政策执行力,可以通过降低保障房政策的冲突性和提高保障房政策的明晰性而实现。因此,中央政府一方面应保证地方政府在保障房政策的执行上有必需的资源,制定保障房政策执行的配套政策,另一方面应细化保障房政策,加强保障房政策执行的监督力度和奖罚力度,建立保障房建设的考核问责机制。此外,转变政府发展理念,加强群众、媒体对地方政府保障房执行的监督也是提高地方政府保障房政策执行力的必要举措。

Abstract
There is the internal connection between public housing policy of Local governments and central-local government relations. We could have a better understanding about implementation gap of public housing policy, if selecting the aspect of central-local government relations.
Central-local government relations, which is reflected by policy features, is the key point that influencing local government abilities of policy implementation. The anergy of public housing policy is caused by the different goals between central government and local governments. In this paper,we will analysis central-local government relations,which is reflected by policy features, with policy mode of "conflict and perspicuity".We will analysis the influence of policy implementation with the policy show that the conflict of interest between central government and local governments and the fuzzy policy are the fundamental reasons.
We analysis the public housing policy of Shanghai and Chongqing with he policy mode. The public houses construction of Chongqing,wich is called "Chongqing Mode",provides a new angle of view that could improve local government abilities of policy implementation in public houses construction.
